- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NICHD-20-204 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2020-07. The North American Industry Classification (NAICS) Code is 334516 with a size standard of 1000 employees. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intends to contract on a sole source basis with Particle Metrix Inc. to procure a new (Qty 1 system/unit) of the following: PN: PMX 420 - ZetaView� QUATT 4-Source NTA System, with 405/488/520/640 nm sources - Automated Particle Tracking Analyzer with 90� Multi-Source Scattering Video Microscope for the determination of particle size distribution, particle concentration, zeta potential distribution, particle mobility and fluorescence detection mode. ZetaView instrument with 24 Volt DC supply, equipped with Cell cassette and sample cell, 10x microscope objective, CMOS camera, Instrument Controller with software installed, ready for operation. System consists of the following: Slide-in cell assembly, Peltier temperature control from 5�C below RT to 45�C, 3 fluidics channels: two for rinsing, one for volume transport of waste Simultaneously aligned, software-controlled 4 sources for fluorescence NTA measurements Automated fast scanning multi-point sampling ZetaView polystyrene bead standards: - 3 ml of 100 nm polystyrene bead standard - 3 ml of Zeta Potential reference suspension - 0.5 ml 100 nm fluorescent PS beads, Qty = 4, with one each of YG-405, YG-488, YO-520, DR-640 Spare parts & tools (Allen keys), sample cell cleaning kit (solutions & brushes), spare gaskets ZetaView Bottle Kit, consisting of: - 2x 250 ml Plastic bottle with GL45 2-port lid - 1x 500 ml Plastic bottle with GL45 2-port lid - 3x set of connectors, pre-cut tubing, sterile filters Computational Controller electronics - minimum 21.5 inch FullHD screen Zeta View Installation Kit: manuals, certificates Weight: 9 kg, without controller & accessories Dimensions: 20 (W) x 30 (H) x 25 (D) cm Electrical: 24 V DC, from external transformer 90-240 V, 47-63 Hz, 50 VA ZetaView Controll Software for determination of particle size & concentration, zeta potential, cell temperature. Flush pump & temperature control. Autoalignment & auto-focus. Incremental sub-volume sampling through cell. Daily instrument performance check. Automated filter selection for all source wavelengths with F-NTA detection. Full data reporting via PDF and TXT files. ZetaView QUATT: 4-Source instrument, includes: - Slide-in Cell Assembly ""Z-NTA"" # 110-0013. - Sample cell unit #110-0003 - 405 nm: 120 mW; 488 nm: 45 mW - 520 nm: 35 mW; 640 nm: 130 mW - Automated 5-Position Filter Wheel with 4 Long Wave Pass (LWP) emission filters, cut-off @ 430 nm & 500 nm 550 nm & 680 nm Installation of system is included/installed by Particle Metrix/vendor. Extracellular vesicles (EVs) are membranous vesicles originating from different cells in the liver and EVs can provide communication between different cell types in the liver and between organs. Our recent studies showed that EVs played critical role in various liver diseases including alcoholic liver disease, NAFLD and liver cancer. EVs are very small particles (50-1000nm), it is not easy to study the property of EVs by using current equipment in the Lab. Thus, to better quantify and characterized the EVs, the purchase of the ZetaView Quatt Nanoparticle Tracking Analyzer from Particle Metrix, which is most widely used analyzer for EV studies is required to meet the Lab needs. The equipment includes a sensitive CMOS camera and lasers to allow us to quantify the concentration, size and determine the surface marker of EVs. These parameters can provide us very insightful information about EVs in the physiological and pathological condition of the liver. Particle Metrix Inc. is the only company authorized to sell and service the ZetaView QUATT in the United States. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of the 41 U.S.C. 253(c) (1), FAR 6.302. Only one responsible source and no other supplies or services will satisfy agency requirements. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all bids, proposals, or quotations received by the closing response date will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications � Commercial Items with its offer.
