Description
NASA/NSSC X-ray calorimeter lab has a requirement for a mass spectrometer leak detector with sensitivity to He4, He3, and H2 (termed a �three mass� unit). The group requires a demonstrated minimum detectable leak of 1e-12 atm cc/s (helium). The unit must also have oil-free (all dry) pumps and a minimum 10 l/s pumping speed for helium. The unit must be self-contained and mobile with wheels. NASA/NSSC intends to issue a sole source contract to Pfeiffer Vacuum Inc. under the authority of FAR 13.106-1(b)(1)(i).� Pfeiffer Vacuum Inc. has the only commercially available unit that can meet the sensitivity requirement in an oil-free package.� No other product meets the specified requirements. If the requirements are not met, we cannot attain the technical objectives of the calorimeter group, leading to the failure of the XRISM, Athena, and Lynx missions. NASA/NSSC will be the procuring center for this effort on behalf of NASA/ Goddard Space Flight Center (GSFC).� � The NAICS Code for this procurement is 334516. Interested organizations may submit their capabilities and qualifications to perform the effort by email to dorothy.s.baskin@nasa.gov not later than 11:59 a.m., Friday, July 31, 2020, Eastern Time. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
