Description
Notice of Intent to Sole Source: Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS) on behalf of Office of Planning, Research and Evaluation (OPRE) intends to sole source to: Westat Inc. 1600 Research Blvd Rockville, MD� 20850, 3129��������������� The purpose of this acquisition is to fund short-term activities required following evaluations that Westat conducted of the Kansas Intensive Permanency Project, the Illinois Trauma Focus Model for Reducing Long-Term Foster Care, and the SAFE-FC Model for Reducing Long-Term Foster Care. This purchase order will provide funding for dissemination of products for the child welfare field, including brief products on evaluation findings and archived datasets for use by child welfare researchers to conduct secondary analyses using the evaluation data. The proposed vendor, Westat, is the only source capable of responding to the Government�s need at this time, as the data required to complete the products and prepare the data files are not available to the public and reside only with Westat.� As the contractor who conducted the three evaluation studies, Westat can conduct this work expeditiously, as it builds on evaluation activities previously completed. For these reasons OPRE believes this procurement meets the criteria for a justifiable exception to the fair opportunity process. The price of the Westat Inc. is fair and reasonable to the value being procuring from them. This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same services may submit product information and a capabilities statement addressing their specific abilities regarding this requirement. The email subject line must reference ACF262772. All responses are due by August 17, 2020, at Noon Eastern Time and can be sent to Azeb Mengistu at azeb.mengistu@psc.hhs.gov . A determination by the Government not to compete this proposed contract base upon responses to this notice is solely within the discretion of the government.
