Description
This notice is a combined synopsis/solicitation for commercial items using Simplified Acquisition Procedures. This acquisition will be made in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 �Streamlined Procedures for Evaluation and solicitation for commercial Items,� as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation (a written solicitation will not be issued) and quotes are being requested. The Solicitation number is RFQ-RML-D-2029687 and the solicitation is issued as a Request for Quotes (RFQ). This acquisition will be processed under FAR Part 13 Simplified Acquisition Procedures (SAP). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2020-07 August 03, 2020. The North American Industry Classification System (NAICS) code for this procurement is 511210, Software Publishing, with a small business size standard of $41.5 million. The requirement is being competed full and open competition, un-restricted and without a small business set-aside. The National Institute of Allergy and Infectious Diseases (NIAID) has a requirement: To further develop and optimize a suite of simple smartphone tests called Neurological Functions Test Suite (NeuFun), originally developed at the Neuroimmunological Diseases Section (NDS) of the Laboratory of Clinical Immunology and Microbiology (LCIM) of the National Institute of Allergy and Infectious Diseases (NIAID), into fully integrated, highly functional tool that reproduces most aspects of neurological examination for telemedicine assessment of subjects with neurological disorders or neurological symptoms. This development will be done in accordance with the attached STATEMENT OF WORK (SOW) (see attached SOW) The government intends to award a firm fixed price purchase order to the responsible contractor as a result of this RFQ that will include the terms and conditions set forth herein.� The award will be based on the following; Technical Capability - The responsible vendors must provide evidence of capabilities to perform work under SOW, e.g., by review of their portfolio of previously developed Apps.� The responsible vendors must have knowledge/skillset to develop the App in a way that supports future commercialization, e.g., by demonstrating that they currently hold portfolio of commercially available Apps for which they provide updates and technical support. Delivery / performance schedules - Due to COVID19 pandemic the preference will be given to contractor who can finish the App development in the shortest possible time.
