- This is not a Request for Proposal.� This is a Sources Sought/Request for Information. The purpose of this announcement is for market research purposes to determine what capable 8(a) firms that are available for a proposed new pool of Multiple Award Task Order Contracts (MATOC) for Environmental Consulting Services (ECS) to support work assigned to the U.S. Army Corps of Engineers (USACE) by various Department of Defense (DoD) and Interagency and International Support (IIS) customers, including but not limited to:� Environmental Compliance Program: DoD Sustainable Range Program; Natural Resources Management Program; Environmental Support for Others (ESFO) Program; support to the U.S. Environmental Protection Agency (USEPA); control of environmental contamination; environmental compliance and restoration; natural, historical and cultural resource management; environmental stewardship; environmental sustainability; and all other environmental related regulatory programs.� We are currently anticipating that the eventual awards will have firm-fixed price task orders. Task orders would be in support primarily throughout the USACE Northwestern Division (NWD) area of responsibility (AOR) or other locations where NWD work may be assigned.� The majority of the task orders that would be issued under these MATOCs are to provide multimedia environmental, occupational, safety and health related services to USACE for Department of Defense (DoD) and other federal agencies.� The term �multimedia� refers to the need for services in all major Federal, State and local environmental, occupational, safety and health regulatory areas.� The intent of the ECS contract is to expand on the services acquired under the North American Industry Classification System (NAICS) code 541620 to provide full environmental compliance support to USACE customers.� The exact number of awardees has not been determined, but a potential range of 3-5 Indefinite-Delivery Indefinite-Quantity (IDIQ) actions is being considered. The overall pool value of the group of awards is anticipated at $9.9 Million. We are currently considering a base period of three years, with an option for an additional two years for those IDIQ contracts. Responses to this request for information shall not constitute responses to any request for proposal, which is not currently available.� No request for proposal currently exists; therefore, do not request a copy of the request for proposal.� The decision to solicit for a contract shall be solely at the Government�s discretion.� This request for information is not to be construed as a commitment by the Government, nor will the Government reimburse any costs associated with the submission of information in response to this notice.� Respondents will not be individually notified of the results of any government assessments.� The Government�s evaluation of the capability statement received may factor into whether any forthcoming request for proposal will be conducted as an 8(a) set-aside. Firms that believe they are capable and interested in providing these services may submit a capability statement which shall be considered by the agency.� The capability statement shall be no more than ten (10) pages in length and shall address the following topics: Organization�s name, 8(a) certification number, Address, Phone Number, Email, and Point of Contact Information Brief summary describing your organization and how it fits into this requirement. Description of any work (similar to the Scope of Work) done previously with the name of the business and organization, date of award & completion, and estimated award value specifically in the following areas: Five-Year Reviews/Periodic Reviews Environmental Quality (EQ) Environmental Planning Air Quality Water Quality Natural Resource and Wildlife Management Cultural and Historic Resources Management Pollution Prevention Solid Waste Management Range Management Environmental Compliance Environmental Data Management Training Development Include your business size classification and confirm if you are an active 8(a) vendor and the date of exit from the program. Submissions will not be accepted after August 18, 2020 at 4:00 pm Central.� Electronic responses are required and shall be submitted to Clarissa Douthit at clarissa.r.douthit@usace.army.mil. Please be sure to identify the solicitation number in the subject heading along with the words ""Sources Sought Response for Environmental Consulting Services."" All documentation shall become the property of the Government. Unless otherwise stated herein, no additional information is available.
