- This is a Sources Sought Notice (a) The Government does not intend to award a contract on the basis of this Sources Sought or to otherwise pay for the information solicited. (b) Although ""proposal,"" ""offeror,"" contractor, and ""offeror"" may be used in this sources sought notice, any response will be treated as information only. It shall not be used as a proposal. (c) Any information received from a contractor in response to this Sources Sought may be used in creating a solicitation. Any information received which is marked with a statement, such as ""proprietary"" or ""confidential,"" intended to restrict distribution will not be distributed outside of the Government, except as required by law. (d) This Sources Sought is issued by VISN 2 Contracting Office in Albany, NY for the purpose of collecting information about Wound Vac Rentals at the Stratton VA Medical Center, 113 Holland Ave Albany, NY 12208. The VA is seeking to provide for this requirement as of October 1, 2018 to replace an expiring contract. The NAICS code identified for this requirement is 339112 Surgical and Medical Instrument Manufacturing or 423450 Medical, Dental, and Hospital Equipment and Supplies. The requirement is detailed in the Statement of Work section of this document. (e) Cursory market research has identified several small businesses that may be able to provide for this requirement. Contractors that are able to meet the requirements in the attachment are encouraged to email a capability statement and full information to Megan Ross at megan.ross3@va.gov. - Part of the purpose of this sources sought is to determine the viability of set aside to a specific socio-economic category. Contractors shall identify the NAICS code for the services being offered as well as their size status under said NAICS. If contractor is a Service Disabled Veteran Owned Small Business (SDVOSB), a Veteran Owned Small Business(VOSB), or any other special category of contractors, then contractor is responsible for providing documentation in support of this. This information will be used to determine the viability of a set aside for this requirement. - Contractors shall also identify any Federal Supply Schedules that may carry the desired services. - Contractors shall identify pertinent point of contact for company, contractor DUNS number for size standard and socioeconomic verification in SAM and VIP. - Contractors shall include any relevant comments about the Attachment(s) if applicable. STATEMENT OF SERVICES The Stratton VA Medical Center in Albany, NY (AVAMC) has a requirement for the rental of Negative Pressure Wound Therapy (NPWT) medical equipment for the healing of ulcers and wounds diagnosed in our patient population. Delivery Location: Stratton-Albany VA Medical Center 113 Holland Avenue Albany, NY 12208 The specific ward or room for delivery shall be specified by the point of contact when the rental order is placed. Equipment shall be delivered to the facility within four (4) hours of ordering Monday-Friday, 8:00 am to 4:00 pm. Period of Performance: Based Year: 10/01/2020-09/30/2021 Option Year 1: 10/01/2021-09/30/2022 Option Year 2: 10/01/2022-09/30/2023 Option Year 3: 10/01/2023-09/30/2024 Option Year 4: 10/01/2024-09/30/2025 Salient characteristics for NPWT System: 1. Utilizes sub-atmospheric pressure in combination with specialized wound dressings to reduce localized edema, increase capillary blood flow, promote formation of granulation tissue and provide a moist wound environment for wound healing 2. Has a regulated Negative Pressure control where the clinician is able to select between a minimum of three (3) settings to include 70, 120, 150 mmHg; and the capability to perform intermittent therapy 3. Includes a displayed and audible alarm when there is a low battery, low pressure/leak, or if the canister is full. Alarms will register BOTH air leaks as well as plugs from drainage. 4. Has dual tubing that prompts an alarm for both a leak and a clog 5. Has adequate bridge that decreases any loss in pressure when bridge is in use 6. Provides appropriate drape to prevent poor sealing which can lead to excess moisture and maceration of the skin and wound. 7. The capability for Caregiver therapy lockout 8. Battery life for a minimum of 18 hours 9. A reservoir for collecting exudate of no less than 300ml 10. Continuation of therapy if device is positioned on its back or side 11. Must be light weight (2 pounds maximum) to allow the Veteran patient to carry it with them Vendor shall also provide the following: 1. Authorized representative for removal and cleaning of NWPT after discharge at all AVAMC facilities to include outpatient clinics 2. Replacement of a non-functioning NWPT device within 24 hours of notification 3. An electronic tracking system for NWPT rental activity to be used for ordering and discontinuing NWPT by authorized representatives at the AVAMC
