Description
This is a Notice of Intent to Sole Source/Sources Sought Notice, not a request for a quotation. A solicitation document will not be issued and quotations are not being requested. The National Institute of Health (NIH), National Cancer Institute (NCI) intends to award a purchase order to ADInstruments, Inc. of Colorado Springs, CO 80906 on a sole source basis to procure a microneurography (single unit level) data acquisition system for use in collaborative basic research studies of neurons and circuits of the human somatosensory system. ADInstruments is uniquely able to supply the microneurography system components for use in humans and avoid introducing equipment-generated artifacts into ongoing research studies performed to date using the ADInstruments, Inc. microneurography system.� There is no other known firm that can provide the system components and also meet the government�s requirement for consistent research data. This acquisition is being conducted as authorized by FAR Subpart 13.106-1(b)(i), Contracting Officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. Interested concerns capable of providing the same or similar products as described in this notice may submit a capability statement outlining their capabilities. �Capability Statements must be received by the Response Date of this Notice to be considered by the Government. A determination to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Each response should include the following Business Information: DUNS Company Name, address, point of contact, phone number and email address Any applicable current GSA Schedules NAICS codes relevant to the intended award of this Notice. Type of Business Concern (i.e., small business, 8(a), woman owned, HubZone, veteran owned, etc.) as validated in System For Award Management (SAM). All offerors must register on the SAM located at http://www.sam.gov Capability Statement This notice of intent/synopsis is not a request for competitive quotations. �However, if any interested party, especially a small business, believes it can meet the above requirement, it may submit a capability statement or quotation, inclusive of all shipping or other charges, which shall be considered by the agency. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement.� Responses must be received by the Contracting Officer by 1:00 PM Eastern Daylight Time, on August 19, 2020. All responses and questions must be in writing and emailed to Christine Biser, Contracting Officer at ChristineBi@mail.nih.gov. A determination by the Government not to continue with this proposed contract based upon responses to this notice is solely within the discretion of the Government. �Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls, or facsimiles will be accepted.� First class mail shall not be used for this Notice as it is not being delivered to the� Contracting Officer during COVID-19 work-from-home orders.� In order to receive an award, contractors must be registered and have a valid, current Entity Record, including current Representations and Certifications, in the System for Award Management (SAM), through SAM.gov.�
