The National Oceanic and Atmospheric Administration (NOAA) is not seeking proposals at this time, but strictly the information requested, herein.� Not responding to this SSN does not preclude participation in any future solicitation. The information provided in this SSN is subject to change and does not bind the Government to any future obligations.� All submissions become the property of the Government, and will not be returned. SUMMARY OF SCOPE The Department of Commerce (DOC) in conjunction with the National Oceanic Atmospheric Administration (NOAA) is seeking information on innovative and cost-effective approaches for long-term sustainment of the GOES-R Ground System and its subsequent migration to a services-based enterprise capability � Geostationary (GEO) Ground Sustainment Services (GGSS). The goal of the GGSS contract is to manage ongoing sustainment and to address obsolescence of existing hardware and software through the provision of any necessary hardware and software updates.� It is expected that the GOES-R Ground System (GOES-R GS) will evolve to add cloud technologies and/or new mission support.� Any new IT security requirements will need to be addressed.� Engineering support to the GOES-R GS to support the GOES-U launch activities will be required.� Finally, science algorithm support will be needed. GOES-R GS Overview The GOES-R GS currently operates the GOES-R Series spacecraft from three sites and two Operations Support Locations (OSLs); additional NESDIS missions may be added to the Ground-System (GS) in the future.� The NOAA Satellite Operations Facility (NSOF), located in Suitland, MD, houses the primary Mission Management (MM), selected Product Generation (PG), and Product Distribution (PD) functions.� A more detailed description of the GS is provided in GOES-R SSN GGSS Scope of Work that is attached to this SSN. KEY ASSUMPTIONS AND RESPONSE INFORMATION Period of Performance: �5 years � Government Fiscal Year (FY) 2023 � FY 2028 Locations: Primary work locations are identified in the GOES-R SSN GGSS Scope of Work that is attached to this SSN. NAICS and Size Standard: The Government contemplates the use of the North American Industry Classification System (NAICS) code: 541511 � Custom Computer Programming Services, with the corresponding small business size standard of $30.0 million. This is an open Sources Sought for all interested parties regardless of size, small businesses are encouraged to respond. �The Government accepts recommendations for alternative NAICS codes.� If a recommendation is provided, please provide the rationale for any code applicable to the planned acquisition other than the NAICS code identified above.
