Description of Action: CP&I, PNT Division requested a firm-fixed-price, new contract with Talen-X.� The Government awarded this contract on June 25, 2020 using fiscal year 2020, RDT&E funds. �Authority Cited: 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(a)(2) and 6.302-1(c), Only one responsible source and no other supplies or services will satisfy agency requirements, and brand name descriptions. Reason for Authority Cited: The Broadsim GNSS Simulators purchased from Talen-X are used for emulating the presence of one or more GPS, GLONASS, Galileo and BeiDou constellations for use in laboratory, office or production environments in a development, qualification, certification or integration test role and for evaluating GNSS receiver equipment performance. The Broadsim GNSS Simulators are capable of generating multiple jamming waveforms from a single simulator chassis without the need for additional external equipment. At the time of purchase Talen-X provided on-site training for the system. Due to Talen-X experience with the system and knowledge of CPID facility infrastructure and mission they are uniquely qualified to provide the service. They have the staff and technical expertise to ensure the system provides accurate and repeatable results. Market research has not identified other vendors with the technical expertise to maintain the Broadsim GNSS Simulator for CPID/PNT. As described at FAR 6.302-1(a)(2), when the supplies or services required by the agency are available only from one responsible source, or for DoD, NASA and the Coast Guard, from only one or a limited number of responsible sources, and no other types of supplies or services will satisfy agency requirements, full and open competition need not be provided for.� Through continuation of maintenance and service of the Broadsim GNSS Simulator by Talen-X the CPID/PNT will prevent significant test errors that could halt or delay the Assured PNT program. Without periodic service and maintenance, the accuracy of the Simulator will degrade past the point of effectiveness. Errors that accumulate from a non-serviced system will lead to inadequate evaluation of potential GNSS receivers to be utilized by the Warfighter's assured PNT systems. Maintaining the current Simulator for the annual cost of approximately $23k per system, per year is significantly less expensive than purchasing a new system. The Government does not expect to recover the cost, nor foresee any immediate benefits through a system replacement.� The requiring activity conducted a search for vendors of Broadsim GNSS simulator equipment. As the original manufacturer of the Broadsim, Talen-X is the only vendor that can perform the maintenance and support.� C5ISR Center CPID, PNT Division does not have the Government personnel with the knowledge and skills to maintain and support the Broadsim GNSS Simulator. Due to the proprietary design of the system it is not possible to train the Government employees to perform the system maintenance. Actions to Increase Competition: This is a follow on service action from a previous 1 year warranty period. Therefore, the requiring activity has conducted market research over the last year, and no other source has been determined capable to satisfy the requirements. The requiring activity will periodically check for providers that can support this requirement. CP&ID PNT Division technical staff will monitor the business community for contractors that have gained the necessary expertise to maintain the Broadsim GNSS Simulators. Internet searches was the primary means for identifying new sources of private sector technical capabilities. Efforts to Obtain Competition:� This request was posted for a period of fifteen (15) days on www.beta.sam as required by FAR 5.201.� No bids, proposals or inquiries were received during this time period.� This is a sole source action, effective competition is not applicable at this time.��� Market Research: Market Research was performed by the customer, and Purchasing Agent. It has been determined that this service is proprietary in nature to the vendor; Talen-X. Talen-X. Fair and Reasonable Cost Determination: �It has hereby been determined that the anticipated cost/price to the Government for this contract action is considered fair and reasonable.
