Description: Purpose of procuring the Leica GP2 package, it contains a plunger main console and its accessories.� After delivery, installation of this instrument and necessary training will be scheduled for one day.� The installation engineer will first unpackage the crate.� The Contractor must place the plunger on a stable lab bench in the sample prep room.� When everything is fully assembled, together with the lab and facility staff, they will perform an installation acceptance test, evaluating temperatures of chamber, ethane bath, blotting distance and force, humidity, and the plunger motor mobility.� This purchase is from Leica Microsystems at 1700 Leider Lane Buffalo Grove, IL, 60089-6622 The response close date of this notice for this requirement is in accordance with FAR 5.203(a)(1). This acquisition will be processed under FAR Part 12 � Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.106-1(b)(1) using simplified acquisition procedures for commercial acquisitions and is exempt from the requirements of FAR Part 6. The North American Industry Classification System code is 334516 � Analytical Laboratory Instrument Manufacturing (1000 employees). This will be awarded as a Severable Firm Fixed price type contract. It has been determined there are no opportunities to acquire green products or services for this procurement. BACKGROUND Protein structure determination using cryo electron microscopy (cryoEM) is becoming very demanding among NIH intramural investigators.� NCI is the leading institute in structural biology specialized cryoEM and has invested great resource to support groundbreaking research.� In order to support an urgent need for cryo grid preparation for NCI investigators in building 37 as well as collaborators in the Bethesda campus, we request to purchase a cryo grid plunger from Leica Microsystems and placed in the sample preparation room near the Titan Krios electron microscope.� Having a plunger nearby significantly benefits the NCI structural biology groups by greatly shorten the time between protein prep and grid preparation.� PRODUCT FEATURES/SALIENT CHARACTERISTICS The following product features/characteristics are required for this requirement: �Accurate temperature and humidity control of the sample chamber for high reproducibility and reliability, which other venders cannot compete. �Offer gentle blotting, which significantly reduce protein or grid damage by filter papers. �Must offer single-side blotting, which is best for protein with high affinity to filter paper.� �Temperature control for the liquid ethane bath maintains at -180C to ensure instant vitrification. �Offer many options and parameters to accommodate different types of specimen and challenging experiments, such as blotting distance. �Large capacity liquid nitrogen dewar design to minimize unwanted ice contamination. �Liquid nitrogen dewar contains a nitrogen level sensor, which alarms users when refringent level is below the required level. �Must include a touch-screen computer control providing user friendly operation interface, simple to operate and versatile for different applications. �The system shall include a warmup cycle for removing ice contamination between experiments. ADDITIONAL REQUIREMENTS �Must include a minimum of 12-month manufacturer�s warranty. DELIVERY / INSTALLATION Delivery address: 37 Convent Dr. Rm 2122, Bethesda MD 20892. Installation address: Sample preparation room, 37 Convent Dr. Rm B1036, Bethesda MD 20892. It shall be delivered within 120 days of the purchase order award. ���������������������������������� TRAINING Contractor shall provide in-person, on-site user training at a time specified by the Technical Point of Contact for laboratory participants. SPECIAL CONSIDERATIONS REGARDING DELIVERIES DURING COVID-19 The Contractor shall store or retain all supplies furnished under this order until notified by the NCI Contracting Officer, COR, or technical point of contact (TPOC) of a delivery date. The Contractor shall deliver supplies no later than 30-days after notification. The Contractor shall not sell supplies furnished under this order to another company or party if the NCI is unable to accept delivery due to conditions related to COVID-19. Training and installation as required by the Statement of Need may be delayed due to conditions related to COVID-19. If services provided under this order are delayed, the Contractor shall provide all services at different times and dates at no additional cost. The Contractor shall direct all courier and delivery services � including those not operated by the Contractor (e.g. FedEx, USPS, UPS) � to follow the instructions in this section. All companies delivering to the NIH main campus must comply with Commercial Vehicle Inspection Facility (CVIF) access procedures. Upon arrival, the CVIF will provide a list of buildings and loading docks to delivery personnel. Deliveries will be logged in at the loading dock, and the loading dock contractor or Government personnel will attempt to contact the TPOC listed on the package. In the event that the TPOC is unable to accept the package, the delivery shall not be left at the loading dock station. The delivery must be returned to the Contractor, and the Contractor must coordinate with the TPOC to deliver on another date at no additional cost. Deliveries can only be made between 6:00 a.m. and 4:00 p.m. EST, Monday � Friday, excluding federal holidays. Leica Microsystems is a company that has many advanced products for many microscopy applications.� Leica cryo GP2 is their newest model for preparing grids for cryoEM.� GP2 offers a great advantage for high stability, reproducibility, and flexibility comparing to its competitors.� GP2 has more parameters for the experiments.� For difficult specimen such as fragile protein complex, fibers, and protein with high affinity to filter paper, GP2 is proper instrument for this type of applications. Many labs at NIH have already owned this instrument and they all agree about its great performance.� Due to high demand of this application, NCI in Bethesda urgently needs to acquire one for cryo specimen preparation for difficult sample. This notice is not a request for competitive quotation. However, if any interested party, especially small businesses, believes it can meet the above requirement, it may submit a capability statement, proposal, or quotation, which shall be considered by the agency.� The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the NCI to determine if the party can perform the requirement. �Responses must be received in the contracting office by 3:00PM EDT, on August 10, 2020.� All responses and questions must be in writing and faxed (240) 276-5433 or emailed to William Neal, Contracting Officer via electronic mail at william.neal@nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
