Description
The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate a firm fixed price purchase order, on a sole source basis, with �Oros Americas Inc.; 250 Monroe Ave NW, Suite 400, Grand Rapids, MI 49503, for the procurement of a velocity selector balancing system to include all necessary�hardware and software.� � The statutory authority for this sole source acquisition is FAR 13.106-1(b) by the authority of FAR Part 13 Simplified Acquisition Procedures. The National Institute of Standards and Technology, Center for Neutron Research (NCNR), currently owns 7 high resolution Neutron Velocity Selectors (NVS) manufactured by Airbus in Germany. This equipment operates under vacuum and at very high (16,000 to 26,000) rpm's.� At these speeds they need regular maintenance of bearings which involves disassembly and then balancing before reassembly.� This process is currently performed by Airbus in Germany as they are uniquely qualified as they are the original equipment manufacturer.� This process can take up to 6 months (because of radiation activation).� In order to keep the facility operating efficiently, NIST is interested in doing this in house to shorten the downtime. Airbus is currently the only source for trouble shooting and repair if our Airbus Velocity selectors. They currently hold a maintenance contract to maintain and repair neutron velocity selectors. In order to shorten the down time, NIST will procure the necessary equipment required to assist to diagnose and repair these units at the NCNR without the requirement to ship the equipment to Airbus Germany.� Airbus would still assist be involved in the process by aiding in all service and repairs on these units and would be needed for certain repairs and or maintenance.�� �NIST�s ability to do some of this work in house will only work if NCNR precisely follows the same procedures as Airbus for balancing.� Therefore, NCNR required to use the same brand and model of equipment that they use, to provide the quickest and easiest exchange of information.� Airbus has already provided NCNR training in the maintenance and balancing of these instruments to help shorten this process.� However, we do not have proper balancing equipment needed.� Airbus uses and recommends following their procedure on the equipment they use so we can share information with them and have online assistance.� This process is only possible if we use the specified brand of hardware and software for the balancing.� Therefore, OROS is uniquely qualified, as the manufacturer of the equipment that is currently being implemented by Airbus Germany.� Only the OROS equipment shall ensure complete compatibility in partnering with Airbus Germany to keep the equipment running within the original equipment manufacturers performance and keep our facility running smoothly and minimize down time of our instruments, to maintain the mission of NCNR. Delivery shall be FOB DESTINATION and shall be in accordance with the Contractors established service lead times.�� � The North American Industry Classification System (NAICS) code for this acquisition is 333314, and the size standard is 500 employees. No solicitation package will be issued.� This notice of intent is not a request for competitive quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. The Government will consider responses received by established due date/time set forth in this notice. Inquiries will only be accepted via email to joni.laster@nist.gov . No telephone requests will be honored. �� A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement in the future.�
