- Solicitation Number: 36C25620Q1067 Notice Type: Intent to Sole Source Synopsis: The Network Contracting Office (NCO 16) intends to negotiate on a sole source basis (IAW FAR 13.501) with Nikon Instruments INC., Melville, NY 117470 as the only responsible source that can provide the Tower Documentation Workstations and Monitors for the Research Department. The Southeast Louisiana Veterans Health Care System (SLVHS) currently utilizes the HP Tower Documentation Desktops and Monitors to fully operate the NIKON Microscopes currently being utilized by the SLVHS. The requested workstations will be compatible with Nikon Microscopes to include proprietary software and configurations provided by Nikon Instruments INC. Items to be integrated and supported by Nikon Instruments, Inc. must be purchased through NIKON to ensure proper integration, safety standards, and performance to factory specifications. Obtaining these products from an outside source with the intent to integrate with a Nikon System would result in voiding all warranty s and could be in violation of being non-compliant to CDRH certification standards. Furthermore, Nikon INC, is the only authorized company who can provide the software updates to the workstations. The total purchase order amount is estimated to be $47,610.00. Regulatory Requirements: The system and all of the components, shall be compliant with the Food and Drug Administration (FDA) requirements to market and deliver medical products for use in the United States of America, even should delivery be requested outside of the United States. The claims made for the product shall comply with the regulations of the FDA with respect to products for marketing and delivery of a medical product for use in the United States of America, even should delivery be requested outside of the United States. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North America Industry Classification System (NAICS) 333314. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data sufficient to determine capability in providing the same product. All capability statements received by the closing date of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Capability statements shall be submitted by email to corey.labbe@va.gov no later than 3:00 PM cst on August 6, 2020. No phone calls accepted.
