- USACE, Engineer Research and Development Center (ERDC) Contracting Office intends to issue a sole source award to Picarro, Inc., 3105 Patrick Henry Dr., Santa Clara, CA 95054-1815 for a trace gas analyzer to measure gas concentrations/fluxes (CO2, CH4, H2O, N2O, NH3) during experiments conducted in the Synthetic Environment for Near-Surface Sensing and Experimentation (SENSE) Research Center. This includes: a cavity ring-down spectrometer, two 16-port distribution manifolds, a vacuum pump, supporting accessories and on-site installation and training. Analyzer-specific Requirements: � The analyzer must measure ambient concentrations of N2O, CO2, CH4, NH3, and H2O using a single instrument. � The analyzer is required to guarantee, test, certify, and quote the precision specifications. � The analyzer must be operable with normal ambient concentrations of water vapor. Special filtering or gas drying cannot be required. � The software must include automated water vapor correction with guaranteed precision up to 3%v of water in the sample. � The analyzer must be capable of maintaining a leak rate < 0.05 sccm over 12 hours Technology specific Requirements: � The analyzer must operate using a high precision, low drift technique commonly known as Cavity Ring-down Spectroscopy (CRDS). � There must be no laser light injected into the cavity during data acquisition as this would add significant noise to the ringdown signal. � Digitization speed of the ring-down analog to digital converter must be at least 25 MHz � The analyzer must have quoted cavity temperature stability specification at +/- 0.005 �C and quoted cavity pressure stability specification at +/- 0.0002 atm of atmospheric pressure. � The analyzer is required to have a wavelength monitor which controls the wavelength of the laser to within 2 MHz for the highest precision and lowest drift performance. � The analyzer measurement cavity is required to have a sample volume <35 ml allowing for extremely fast gas sample throughput and minimal memory. � The analyzer must not require any regular optical maintenance such as mirror cleaning � There can be no requirements upon the user to �tune� the observed spectra or adjust the optics to meet the performance requirements. � Software programming language must be commercially available, flexible, object oriented and platform independent � Operation software must report real time data in multiple charts & be developed for the Windows environment � The analyzer should be contained in a single, compact box with external pump � The applicable North American Industrial Classification System Code (NAICS) code that this work falls under is 334516, with a size standard of 1,000 employees. This notice of intent is for information purposes only. This notice is not a request for competitive quotes or proposals.� A solicitation will not be issued.� However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.� The information submitted must be provided in sufficient detail to demonstrate the vendor�s ability to fulfill this requirement.� The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.� A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.� Oral communications are not acceptable in response to this notice.� Responses to this requirement may be submitted to Penny Powell at Penny.Powell@usace.army.mil.� The solicitation number shall be included in the subject line of the e-mail submission.� Responses must be received no later than 3:00 PM CST, Monday, 10 August 2020.
