- Page 1 of 1 The Department of Veterans Affairs, Iowa City VA Medical Center, intends to negotiate on a sole source basis, pursuant to FAR 6.302-1, for Neurolign DX100 in support of VA research. This device is required as part of a multi-site study of veterans and civilians with eye movement abnormalities such as nystagmus and misalignment of the eyes with double vision. This unit will be used at the Iowa City VA Healthcare System as part of the research clinical protocol as the second site of eye movement and pupil recordings in patients and normal subjects, so we need the second instrument to match the first one. The same equipment must be used at all sites under this study in order to maintain research integrity of results. Additionally, no other wearable eye movement monitor has the capability of presenting the visual stimuli separately to each eye with a user-defined library of visual stimuli types that can be varied in size, location, color and brightness and does not have the extensive automated analysis capabilities. This is a notice of intent is not a request for competitive proposals; however, any responsible source who believes it is capable of meeting the requirement may submit a capability statement to the contracting office no later than Friday, August 7th, 4pm, EST. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
