- This acquisition is in support of Phase 2 of a non-personal services requirement to build and expand upon the Strategic Asset Management Plan (SAMP) Support using the Comprehensive Planning Platform (CPP).� The Enterprise Planning Process is currently being captured in the Air Force Civil Engineering Center (AFCEC) Comprehensive Planning Platform (CPP) and will continue to build upon and utilize the CPP to improve asset portfolios, and future investment and resource management. The CPP is a master planning website that will provide operational guidance linking strategic context to tactical production by synthesizing data, interpreting results, and developing scenario-based planning models. For the continued success and advancement of the Air Force Enterprise Planning Process, the consultant shall provide expert ISO 55001 Asset Management Standard and ISO 55002 Asset Management guidance for implementation support to assist AFIMSC/IZB in shaping and developing the build out of individual Asset Management components. Due to the highly specialized service, the AF intends to continue to obtain contract services with the award of a directed sole source award to Definitive Logic under the authority of FAR 6.302-1.� This acquisition will have a twelve-month period of performance.� Utilizing full and open competition to obtain these services now would result in substantial duplication in costs in fulfilling the requirement.� This notice of intent is not a request for competitive proposals and no solicitation is available.� Any interested responsible party that believes it is equally or otherwise uniquely capable of meeting the requirements described herein may submit a proposal (to include contact information, size status under NAICS 541330, DUNS Number, and CAGE Code).� Supporting evidence must be furnished in sufficient detail to demonstrate the ability to fulfill this requirement, must clearly demonstrate that competition would be advantageous to the Government and would not create a break in service or degradation of performance quality.� All responses must be provided in writing to the Contracting Officer (JoAnn Parks) with a copy to the Contract Specialist (Evyn Mumy) not later than 5:00 PM Local Dayton, Ohio Time (Eastern) on 19 August 2020.� A determination by the Government not to compete this proposed contract action is solely within the discretion of the Government.� The Government will not be responsible for any costs incurred by responding to this notice.� This notice in no way obligates the Government to award any modifications to the existing contracts.
