- Page 1 of 2 Pre-Solicitation Notice The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office (NCO 16), Overton Brooks VA Medical Center, Shreveport, Louisiana intends to solicit proposals from contractors in the NCO 16 catchment areas of Louisiana, Arkansas, and Texas for placement and services of eligible veterans to provide community nursing home services at contractor s facilities under an Indefinite Delivery Contract (IDC), fixed price, 12-month ordering period, including Economic Price Adjustment (EPA) for four (4) years. Catchment areas anticipated are: Louisiana: Caddo, Bossier, Webster, Claiborne, Union, Lincoln, Morehouse, West Carroll, East Carroll, Madison, Richland, Franklin, Ouachita, Jackson, Caldwell, Winn, Jackson, Red River, Sabine, Desoto, Bienville, Caldwell, or Natchitoches parish. Arkansas: Columbia, Union, Hempstead, Clark, Miller, Little River, Titus, Little River, Camp, Sabine, Titus, Red River, Angelina, Jasper, or Newton county. Texas: Harrison, Marion, Panola, Cass, Gregg, Upshur, Rusk, Shelby, Bowie, Nacogdoches, Morris, Smith, Camp, or Red River county. The VA anticipates issuing a multiple award solicitation for this requirement on or about 24 August 2020. Proposals will be accepted for an ordering period of four (4) years commencing with the issuance date of the solicitation. Interested contractors will be responsible for downloading copies of the solicitation (and any subsequent amendments) from that website, and no hard copies will be made available. The solicitation will provide instructions to contractors about the proposal submission process. Prospective Offerors are encouraged to register their interest in the solicitation on the beta.SAM website (https://www.beta.sams.gov) so that they are notified of the issuance of the solicitation and any amendments. The nursing facility shall ensure that care meets the health needs and promotes the maximum well-being of VA patients. Nursing Home care will be furnished to ensure that total medical, nursing, and psychosocial needs of VA Beneficiaries. Physician visits, laboratory, x-ray, and other special services for VA patients will be at the same frequency as that provided to other patients at the nursing home receiving the same or comparable level of care. In addition, the care provided shall include room, meals, nursing care, and other services or supplies commensurate with the VA authorized level of care, without extra charge. The per diem rates will include the cost of medical care, oral medications, laboratory, x-ray, and other special services authorized by the VA, unless otherwise specifically accepted. Facility must have and maintain Florida or Mississippi Department of Health Nursing Facility License. In accordance with FAR 52.204-7, System for Award Management, prospective contractors must be registered in System for Award Management (SAM) and in VetBiz database if applicable (VetBiz registration is required for Service-Disabled Veteran Owned Small Businesses or Veteran Owned Small Businesses) under the applicable NAICS. Contractors may obtain SAM information at https://www.beta.sam.gov and Vet Biz information at http://www.vip.vetbiz.gov. To be eligible for award, contractors must be registered in the System for Award Management database. Registration is free and potential offerors are encouraged to visit the SAM website as no IDCs can be awarded to any offeror not registered in SAM. NAICS Code is 623110 (Nursing Care Facilities) with a Small Business Size Standard of $30M. The classification code is Q402. The solicitation will be issued for full and open competition. All responsible sources may submit proposals to be considered by the Agency. The VA will only consider proposals from contractors who are licensed by their respective States and who are Medicare/Medicaid qualified. Placements will be made in contract nursing home facilities based on availability of facilities and the desires of the veterans and their respective families.
