Description
The Bureau of Reclamation, Lower Colorado Basin, has a requirement for the restoration of the Hoover Dam Monument Plaza, a historic landmark. The project consists of the restoration of the Monument Plaza which includes removal and replacement of all of the terrazzo on the celestial map; removal and replacement of all the precast terrazzo on the terrestrial compass; removal, salvage, and reinstallation of all brass inserts; removal and replacement of other terrazzo on the terrestrial compass; repairs to the concrete walls and benches; repairs and/or replacement of the concrete foundation; replacement of expansion joints as they relate to the original design; replacement of the existing concrete steps with new terrazzo steps; repairs to the diorite base; stripping and recoating of the flagpole; stripping and refinishing of the winged figures; removal and replacement of the concrete apron to the east of the terrestrial compass; and other related work. This acquisition will be solicited under full and open competition. The North American Industry Classification System (NAICS) code for this acquisition is 238340, Tile and Terrazzo Contractors. This acquisition will be pursued in accordance with FAR Part 15, FAR Part 36.3 (Two-Phased Design-Build Selection Procedures), and in accordance with the source selection evaluation criteria included in the Request for Proposal (RFP). Award will be made using the Best Value Trade-Off source selection process. The Government intends to award one firm-fixed-price (FFP) contract as a result of this solicitation, with a required period of performance totaling approximately 240-days after award. The magnitude of this construction project is estimated to be between $1,000,000 and $5,000,000. A pre-proposal site visit will be scheduled for all interested parties. Site visit information (e.g. date, time, location) will be provided with the solicitation. It is anticipated that the solicitation, in the form of an RFP, will be issued on or about August 11, 2020. No documents will be available until the solicitation is issued. The solicitation will only be issued electronically via Beta SAM.gov. Offerors should register on Beta SAM.gov to be included on the offeror list in order to receive notifications pertaining to the solicitation or visit the Beta SAM.gov website after issuance to download the solicitation and any subsequent amendments. All parties are responsible for checking the Beta SAM.gov website to ensure that they have the most current information. All dates in this announcement are estimates and are subject to change. The solicitation, once issued, will contain instructions for submitting questions. No questions regarding this acquisition will be accepted or addressed/answered prior to the formal solicitation issuance.
