- ABSTRACT The Federal Aviation Administration (FAA) has requirements �requirements for maintenance and logistics support of Northrop Grumman�manufactured Rapid Deployment Voice Switching Systems (RDVSs), Enhanced Terminal Voice Switches (ETVSs), and Small Tower Voice Switches (STVSs).� These systems provide ground-to-ground (G/G) and air-to-ground (A/G) voice communications between pilots and air traffic control personnel at facilities in the National Air Space (NAS) to include Air Traffic Control Towers (ATCTs), Automated Flight Service Station facilities, and Terminal Radar Approach Control Facilities (TRACONs).� These voice switches also provide G/G and A/G audio interconnectivity between air traffic personnel located in separate facilities. �There are four (4) Northrop Grumman�manufactured RDVS models that require maintenance and logistics support: 3080C, 3080E, 3080F, and 3080H. Each model performs the same function. See Appendix I for specifications of RDVS Model 3080.� The ETVS was developed to replace obsolete electromechanical switching units and provides improved voice switches for new and modernized ATCTs and TRACONs. The STVS is an integrated voice switching system installed in small ATCTs to provide access to both A/G and G/G communications resources. The FAA requires second-level support for RDVS, ETVS and STVS. Scope of Effort This Solicitation is for National Voice Switch Maintenance. The Offeror(s) must meet all the qualifications in the Capability Statement. A failure to meet all of the qualifications in the Capability Statement will result in the proposal being rejected. Time and Date - Proposals must be received by the FAA no later than 4:00 pm Eastern Time on 8/26/2020. Offerors must request receipts for proposals if one is desired. All SIR Amendments issued, if any, must be signed on the cover page Solicitation, Offer and Award (Standard Form 33) and submitted with the Offerors proposal. (C).�Proposal Submission - Offerors assume full responsibility of ensuring their proposals are submitted on time at the date specified above. (D). Questions -�Questions pertaining to this SIR must be submitted in written form through email to Stephen Young, Contracting Officer, at Stephen.young@faa.gov no later than 4:00 p.m. Eastern Time on, 8/14/2020. (E).�Questions and responses that clarify the SIR may be provided to all Offerors; however the source of the questions will not be identified.
