Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number 12561520Q0046 is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-08. This solicitation will be a 100% Total Small Business Set-Aside. The associated NAICS code is 334516, Analytical Laboratory Instrument Manufacturing, with a small business size standard of 1,000 employees and the PSC code is 6630. The Department of Agriculture (ARS) has the need for the following products: 001) Portable Photosynthesis System (CIRAS-3 Portable CO2/H2O Gas Analysis System or Equivalent). Scope of Work: � The USDA-ARS Vegetable Crops Research Unit is seeking quotes on a Portable Photosynthesis System (CIRAS-3 Portable CO2/H2O Gas Analysis System or Equivalent) plus accessories. The objective is to study photosynthesis and transpiration response of cranberry to understand carbon assimilation to water and nutrient management. Background: � Cranberry carbon assimilation response to water and nutrient management requires acquisition of Photosynthesis equipment to measure gas exchange parameters and A/Ci responsive curves. Must generate rapid Assimilation and internal CO2 responsive curves and light curves. In field settings, rapid measurements are very useful and effective way to measure many samples. Needs to be portable and easy to carry in the field with long battery time (up to 12 hours). Technical Requirements/Tasks: Ability to work leaves less than <1.5 cm Generate A/Ci curves � < 5min Generate light responsive curves -<5 min using 0-2500 umol m-2 s-1controlling proportion of red, green, blue and white light. Gas exchange measurement time � 1 to 2 minutes / sample Operation with Battery� 8 to 12 hours CO2 measurement Range - 0 to 1000 �mol mol-1 CO2 control Range - 0-2000 �mol mol-1 H2O measurement Range � 0 to dew point H2O control Range � 0 to dew point Calibration � Auto Zero LED light unit Controls required: Light, Temperature, Humidity, Vapor pressure deficit Wave length: Red Peak Wavelength:�625 nm +/- 5 nm, FWHM: 15 nm Green Peak Wavelength:�528 nm +/- 8 nm, FWHM: 40 nm Blue Peak Wavelength:�475 nm +/- 10 nm, FWHM: 28 nm White Wavelength:�425-650 nm Chlorophyll fluorescence module Data storage LCD screen Portable and easy to carry in the field with at least 8 to 12 operational hours with charged battery Key Deliverables: Portable Photosynthesis System (CIRAS-3 CO2/H2O Gas Analysis System or Equivalent) Conifer leaf cuvette or Equivalent Conifer/Narrow LED light unit or Equivalent 8g CO2 Cartridges (5 boxes of 10 cartridges per box) Delivery: USDA Vegetable Crops Research Unit at 1575 Linden Drive, Madison, WI 53706 by or before September 1, 2020. The vendor shall provide all items F.O.B: destination. Location of the Government site is aboard USDA ARS Madison, WI and will be identified in the contract. The Government anticipates award of a Firm Fixed Price contract. Submitting a Quote: To be eligible for an award, all contractors must be registered in the System for Award Management (SAM) with a current and active registration. A contractor can contact SAM by calling 1-866-606-8220 or e-mail at www.sam.gov. NO EXCEPTIONS. A DUNS (Dun and Bradstreet) number is required in order to register.�Vendor must also include their DUNS# on their quote. The submission and payment of invoices on the resulting contract will be made through the Invoice Processing Platform (IPP). As such, vendors must be currently registered or register in IPP in order to be able to submit and receive payment on invoices for the resulting contract. Offerors responding to this announcement shall submit their quote on�SF-18�(see attached). The quote should include all fees, delivery charges, and/or surcharges. This will be a tax-exempt purchase. Only electronic submissions will be accepted. Please email all quotes in writing on the SF-18 to�aaron.dimeo@usda.gov by no later than�Friday, August 14, 2020 at 5:00 PM�Central Standard Time. Questions in regard to this combined synopsis/solicitation must be submitted through email and are due no later than�3:00 PM CST on Tuesday, August 11, 2020.
