Description
This is a combined synopsis/solicitation prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12 and FAR 36, as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number W9127Q-20-R-0024 is being issued as a Request for Proposal (RFP) using FAR Part 15 Negotiation Procedures. This solicitation document, incorporated provisions, and clauses are those in effect through Federal Acquisition Circular 2020-08 Effective 14 July 2020 and the Defense Federal Acquisition Regulations (DFARS) effective 24 March 2020. This solicitation, W9127Q-20-R-0024, is being issued as a Request for Proposals (RFP) using Contracting by Negotiations procedures from FAR Part 15 for a Firm Fixed Price Single Award Contract for Construction Services for Renovation of Building 181 Small Air Terminal for the Mississippi Air National Guard 172nd Airlift Wing located in Flowood, MS. This requirement is for Construction Services necessary to renovate building 181 Small Air Terminal, Project #LRXQ172401.� The contractor shall provide all labor, materials, supervision, equipment, methods, and devices necessary for interior and exterior renovation of Building 181 including but not limited to complete replacement of all exterior doors, windows as well as all interior finishes, site work, update of DDC controls, and all HVAC, electrical, fire protection and plumbing systems for MS ANG 172nd Airlift Wing, located in Flowood, MS in accordance with the Statement of Work, Specifications, and related drawings provided. Period of Performance is 365 days from Notice to Proceed. This construction project is subject to the Davis Bacon Act and the current prevailing Wage Determination will be incorporated in the final contract.� Currently, General Decision # MS20200053, dated 03/13/2020 is applicable to this requirement.� �Rates, as provided by the Department of Labor, can be found at https://beta.sam.gov/� Click on �Wage Determinations (WDOL)� to search the most recent wage rates for Mississippi.��� The North American Industry Classification System (NAICS) code for this work is 236220. This request is 100% total small business set-aside and only qualified offerors may submit quotes.� Per NAICS 236220, the small business size standard is $39.5 million average annual revenue for the previous three years. The PSC Code is Y1AA. Selected firms will be competitively chosen in accordance with the Federal Acquisition Regulations and source selection procedures using the Best Value Tradeoff Process.� The selection process will be conducted in accordance with FAR Part 15 Source Selection Processes and Techniques. Proposals will be evaluated on Technical, Past Performance, and Price factors. �In terms of the relative importance of these factors, the Technical factor is approximately equal to the Present/ Past Performance and when combined, the non-cost factors are approximately equal to the Price Factor. �Contract award will be made in accordance with the solicitation to the Best Value Offeror within the areas of consideration as defined in the solicitation. The Government intends to evaluate proposals and award the delivery order without discussions with offerors (except clarifications as described in FAR 15.306(a)). The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.� The Government reserves the right to reject any or all proposals at any time prior to award; negotiate with any or all offerors; award a contract to other than the offeror submitting the highest technically rated; and award contracts to offerors submitting a proposal determined by the Government to be the most advantageous (best value) to the Government in accordance with the factors stated above.
