- SOURCES SOUGHT � NFFMC POLYETHYLENE SHEETING & SHIPPING � This is a SOURCES SOUGHT and is for informational/market research purposes only.� THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2.� � The U.S. Army Corps of Engineers, National Flood Fight Material Center (NFFMC), Rock Island District, is seeking businesses that are capable of providing the following requirement for Polyethylene sheeting and shipping. Please read the full document, description and scope of work in its entirety: NAICS CODE: 326112 (Plastics Packaging Film & Sheet) SIZE STANDARD: 1,000 Employees This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or make a contract award. NO AWARD will be made from this Sources Sought Notice. This is NOT a request for proposal, quote or invitation for bid. The sole purpose of this notice is to identify potential System for Award Management (SAM) Database registered businesses that are interested and capable of performing this work. SPECIFICATION Polyethylene sheeting shall be constructed in accordance with the following specification. ASTM D 4397 Standard Specification for Polyethylene Sheeting for Construction, Industrial, and Agricultural applications. The polyethylene sheeting shall be shipped in rolls and be constructed with the nominal dimensions of 20 ft. in width and 100 ft. in length. The polyethylene sheeting shall be constructed 6 mils in thickness. The polyethylene sheeting shall be black in color. The polyethylene sheeting shall be uniform in size and color, clean, unstained, and free of any extraneous material. Upon delivery, the Contractor shall submit certification to the Contracting Officer, that the polyethylene sheeting meet all the specifications. Preservation, packaging, packing, and unitization furnished by the Contractor shall provide protection for a minimum of one year and meet or exceed the following requirements. Preservation shall be commercial Level of Packing shall be commercial Quantity of Rolls per Box: Each box shall contain one (1) � 20 ft. x 100 ft. roll of poly. Quantity of Boxes per Pallet: Each pallet shall contain 20 to 25 boxes of poly. The boxes shall be triple shrink-wrapped with transparent plastic film and secured to a 4 ft. wide, 4 ft. long pallet according to manufacturer recommended industry standards, allowing safe transportation. Pallets shall be new construction, treated lumber or hardwood, capable of multiple handlings. Emergency Conditions:� Items shipped on pallets can be ordered to be delivered anywhere in CONUS within 48 hours. The Contracting Officer may issue a series of orders at any time up to the maximum order limit for items shipped on pallets.� This process can be repeated every 48 hours from issuance of the (maximum order) delivery order.� Urgent Conditions:� Items shipped on pallets can be ordered to be delivered anywhere in CONUS within 5 business days. Business days exclude weekends and federal holidays.� The Contracting Officer may issue a series of orders at any time up to the maximum order limit for items shipped on pallets.� This process can be repeated every 48 hours from issuance of the (maximum order) delivery order. Non-emergency Conditions:� Items shipped on pallets can be ordered to be delivered anywhere in CONUS within 45 days. The Contracting Officer may issue a series of orders at any time up to the maximum order limit for items shipped in pallets.� This process can be repeated every seven days from issuance of the (maximum order) delivery order. All deliveries shall be made on side access trailers capable of being loaded with a forklift without access to a ramp or dock.� Requests for closed bed trucks must be approved by the Contracting Officer or Contracting Officer�s Representative (COR) before shipment.� PLEASE NOTE: If the preferred specification above is not available, and a product with a similar width (10 ft to 50ft) or length (50 ft to +250 ft), strength (6-10 mil thick) than the specified polyethylene sheeting please provide: Details of polyethylene sheeting including details on typical bundling. Number currently and typically available in stock (assuming typical bundling). Time to reordered after stock has been depleted (50 minimum order). Location of manufacturing by state (if possible). Location of distribution centers by state.
