- The U.S. Army Contracting Command-Rock Island, Rock Island, IL 61299 on behalf of the Office of the Project Manager Combat Ammunition Systems, is conducting market research to identify potential sources capable of manufacturing the 105mm Primer, Percussion M28B2 Assembly, NSN 1390-00-825-1370. The purpose of this market research is to obtain current information on the capability of businesses to provide the 105mm Primer, Percussion M28B2 Assembly FY22-FY26 requirements. The Government Technical Data Package (TDP) associated with the M28B2 Primer Assembly is classified as Distribution Statement D, Distribution authorized to the Department of Defense (DoD) and US DoD Contractors Only. These documents contain technical data whose EXPORT is restricted by the Arms Export Control Act -Title 22, U.S.C., SEC 2751, ET SEQ or the Export Administration Act of 1979, as Amended, titled, 50 U.S.C. App 2240 Et Seq. Violations of these export laws are subject to severe penalties. Dissemination shall be in accordance with provisions of DoD Directive 5230.25. �A Technical Data Package (TDP) will be made available to interested parties for this announcement. If interested sources want to become certified in order to receive the Technical Information for this sources sought notice, they must fill out a registration form to become Data Custodians for their Company. This information can be found at: https://www.dla.mil/HQ/LogisticsOperations/Services/JCP/DD2345Instructions/ and https://public.logisticsinformationservice.dla.mil/PublicHome/jcp/default.aspx# To obtain the Technical Information for this sources sought notice, the interested source must request explicit access through the ""attachments/links"" tab in Beta.Sam.gov under sources sought Notice ID W52P1J-20-R-M28B2. An interested source must have an approved DD form 2345, Military Critical Technical Data Agreement, on file with the Joint Certification Program (JCP) in order to be granted access to the Technical Information. Restricted technical data will not be available to an interested source who has not been certified. The M28B2 Primer Assembly is a component of 105mm Family of Artillery Cartridges. The primer is pressed into the base of the Ml4 cartridge case. The M28B2 Primer Assembly consists of a percussion ignition element and a steel perforated flash tube containing black powder. The M28B2 Primer Assembly initiates propelling charges in the 105mm M1 Cartridges. The impact of the weapon firing pin results in the initiation of the percussion primer, which, in turn, ignites the black powder in the flash tube. The flash tube provides for uniform ignition of the propelling charge producing a rapid expansion of the propellant gas, which propels the projectile out of the weapon tube. The Government anticipates soliciting the Primer, Percussion M28B2 Assembly from Offerors within the Industrial Mobilization Base for a Single Award of a Firm Fixed Price Indefinite-Delivery, Indefinite-Quantity contract to support the FY22-FY26 requirements.� The maximum estimated quantity is 900,000 for all five ordering periods. To be considered a capable source for this effort, interested contractors must show adequate technical and manufacturing capability to be able to produce a minimum of 25,000 M28B2 Primers Assemblies per month. If a respondent does not have adequate resources (ordering, scheduling, technical, manufacturing, personnel, etc.) available, the respondent must be able to demonstrate that they can obtain such necessary resources to fabricate, assemble and inspect the required quantities of M28B2 Primer Assemblies and obtain the necessary equipment, facilities and tooling required to fabricate and deliver at a high rate of production. This may include an indication of willingness to invest in setting up a required production line. Interested contractors should submit the following information: Name of Company, Address and Contact Information Company size (please specify as either a Large Business, Foreign-Owned Business, Small Business, Small Disadvantaged Business, 8(a) Concern, Woman-Owned Small Business, Historically Underutilized Business Zone concern, Veteran-Owned Small Business, or Service-Disabled Small Business). CAGE code, if available. Manufacturing experience directly related to the M28B2 Primer Assembly or similar items. A brief summary of the company�s capabilities, to include a description of production/test facilities, equipment, technical skills/abilities and personnel experience as it relates to the manufacture of M28B2 Primer Assemblies. Estimated minimum and maximum monthly production capacities and the minimum procurement quantity required for economical production. Description of the existing production Quality Assurance System. Any other additional information that may be useful to the Government if it chooses to go forward with a request for proposal (RFP). This market research is for planning purposes only and shall not be construed as a request for proposal or as an obligation on the part of the U.S. Government. The U.S. Government does not intend to award a contract on the basis of this market research or otherwise pay for the information provided. Participation in this effort is strictly voluntary and at no cost to the U.S. Government. Please identify any proprietary information submitted.
