Description
Notice of Intent to Sole Source contract and is not a request for competitive proposal. The statutory authority for this sole source procurement is FAR 6.301-1 (only one responsible source and no other supplies or services will satisfy agency requirements). The Bureau of Land Management (BLM), Las Cruces District Office through the New Mexico State Office, intends to award a sole source firm fixed priced purchase order to: DLP/JFP Enterprises (Dr. David Propst), 607 Cedar St NE, Albuquerque, NM 87106. The North American Industry Classification System (NAICS) code for this requirement is 541620; the business size standard is $16.5. The BLM Las Cruces District Office has a project that will involve protocol surveys to inventory public land reaches of the Gila River, New Mexico. This will involve surveys evaluating relative abundance, density and factors affecting life history traits and presence or absence including biotic and abiotic. Survey and monitoring effort must be consistent with previous Gila River population monitoring methodologies. This will involve protocol surveys for spikedace, loach minnow and Gila chub, all fish species listed under the Endangered Species Act (ESA) with endangered status and designated critical habitat. Dr. Propst has been studying fishes in the southwest for many decades and is considered the authority on Gila River fishes and communities. He is permitted by the USDOI Fish and Wildlife Service (FWS) and New Mexico Department of Game and Fish (NMDGF) to conduct survey and monitoring work for these and all other fish species that occur in the area and throughout New Mexico. He is uniquely qualified via permitting, knowledge and experience. The required work is continuation of a joint monitoring effort between the NMDGF, USDA Forest Service, FWS and the BLM. The population monitoring project occurs along the Gila River across many ownership boundaries and requires long-term repeated point locations and identical survey technique and effort. Competition is not available for this requirement because of Dr. Propst's unique knowledge of the habitat types used by each species and how best to sample within each habitat. This notice of intent is not a request for competitive proposal and no solicitation document exits for the requirement.
