- The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate a firm fixed price purchase order, on a sole source basis, with Teledyne/Princeton Instruments of 3660 Quaker Bridge Road, Trenton, NJ 08619-1208 for the purchase of a Isoplane 160 spectrometer together with the PyLoN400BR_eXcelon (1340x400 pixels) back-illuminated camera, and a custom 64-fiber bundle assembly (SIR100/110PI12). The statutory authority for this sole source acquisition is FAR 13.106-1(b) by the authority of FAR Part 13 Simplified Acquisition Procedures. The Nanoscale Device Characterization Division (NDCD) of the National Institute of Standards and Technology (NIST) has a requirement for high throughput visible-nearIR spectrometer, array detector and fiber bundle. The spectrometer will be interfaced via an optical fiber bundle with a cryogenic scanning tunneling microscope (STM) to measure electroluminescence with atomic spatial resolution (STM-EL). Since the STM-EL measurement leverage low light intensity, a high through, and high efficiency are critical for both the spectrometer, grating(s), detector and the fiber bundle in the spectral range from 400 nm and 1050 nm. The development and advancement of new measurement methods and infrastructure to characterize nanoscale engineered materials and devices is a critical part of the NDCD mission. Within NDCD, the Nanoscale Spectroscopy Group (NSG) pushes advances optical spectroscopies, electrical measurements and hyphenated techniques to meet the metrology needs of the electronic, semiconductor, energy, health, defense, and other industries. Extensive market research has been performed and it has been determined that Teledyne Princeton Instruments is the only company can offer a a commercial spectrometer, camera array detector and fiber bundle operating from 400 nm to 1050 nm that meets the attached specifications.�� ������ The North American Industry Classification System (NAICS) code for this acquisition is 333314 � Optical Instrument and Lens Manufacturing, and the size standard is 500 employees. No solicitation package will be issued.� This notice of intent is not a request for competitive quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. The Government will consider responses received by 3:00 p.m. Eastern on August 21, 2020. Inquiries will only be accepted via email to joni.laster@nist.gov . No telephone requests will be honored.�� A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.�
