NOTICE OF SOLICITATION RELEASE. This is a notice to announce that a Solicitation (specifically a Request for Prototype Proposals) has been issued through the Sensors, Communications, and Electronics Consortium (SCEC) for the Small Tactical Electric Power (STEP)-Lightweight effort.� This notice and the associated solicitation documents are issued according to the authority provided under 10 U.S.C. � 2371b, Other Transaction Authority. The current due date for proposals is 14�August 2020 1530 Eastern Standard Time.� OVERVIEW OF PROGRAM.� The overall goal of the STEP-Lightweight effort is for development of a lightweight generator prototype.� The STEP-Lightweight program is intended to replace legacy 2 kW Military Tactical Generators (MTGs). This prototype project aims to procure, test, and mature both technology and reliability of lightweight non-developmental Item generator sets, as well as posture the Government for a follow-on production contract or agreement.� At a top level, the Government seeks solutions that address the Government need for a lightweight generator that produces between 1.5 and 2.0 kilowatts (kW) and operates on common military fuels such as Jet Propellant 8 (JP-8) or North Atlantic Treaty Organization (NATO) F-24. Additional details are contained in the Statement of Objectives, available upon request from the Sensors Communications and Electronics Consortium (SCEC). HOW TO COMPETE.� Only members of the Sensors Communications and Electronics Consortium (SCEC) in good standing are eligible to participate in this opportunity, and proposals must be submitted through SCEC. Large and Small Business are eligible for SCEC membership and to compete for this opportunity. If interested in becoming an SCEC member, please visit the following link to the SCEC Website for membership and contact information WWW.SCECONSORTIUM.NET.� Copies of the solicitation documents are available upon request.�� NOTICE OF FOLLOW ON PRODUCTION OPPORTUNITY.� This prototype opportunity has the potential for a substantial, multi-year follow-on contract or transaction.� Since this opportunity is using competitive procedures, the Government may award the follow-on production contract or transaction without further competition.� The Government does not anticipate any additional opportunity for competition for the follow-on contract/agreement. Following successful completion of the prototype project and subject to the availability of funds, the Government anticipates transition from the successful completion of this prototype project to a follow-on production FAR-based contract or Other Transaction Agreement. Follow-on production activities are anticipated to be in support of power generation systems across the entire Department of Defense and are likely to be of substantial value. The current solicitation/RFPP may be the only opportunity that an interested entity will have to compete for this generator requirement for several years. The Government encourages all interested firms to pursue this prototype project opportunity.
