- Replace and Install Door Hardware and Locksets for Various Facilities, War in the Pacific National Historical Park, Guam This is a combined synopsis/solicitation for commercial items and/or services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. Solicitation No. 140P8220Q0028 is issued as a Request for Quotation to replace and install door hardware and locksets for various facilities at the War in the Pacific National Historical Park, Guam. The solicitation documents and incorporates provisions and clauses are those in effect through Federal Acquisition Circular 2020-07D dated 7/2/2020. This acquisition is a 100% small business set aside, using NAICS 332510, Hardware Manufacturing, size standard 750 employees. The contractor who is selected for this project will provide all labor, materials, supplies and equipment necessary to complete attached Statement of Work. Work to be performed at the War in the Pacific National Historical Park on the island of Guam. Quote must include all shipping and handling costs for FOB Destination delivery and travel, if necessary. The following provisions/clauses apply to this acquisition and are attached or incorporated by reference: The provision at 52.212-1 Instructions to Offerors-Commercial Items applies to this solicitation. The provision at 52.212-3 Offeror Representations and Certifications - Commercial Items applies to this offer. If your annual representations and certification have not been completed electronically via the System for Award Management (SAM) Web site located at https://www.sam.gov/portal, please provide a completed copy of your representations and certifications pursuant to FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, with your offer. The clauses at FAR 52.212-4, contract Terms and Conditions-Commercial Items and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition, to include the following clauses cited and incorporated by reference: FAR 52.209-2, 52.209-10, 52.217-8, 52.219-6, 52.219-28, 52.222-3, 52.222-21, 52.222-26, 52.222-36, 52.222-42, 52.222-50, 52.222-62, 52.225-25, 52.232-40, 52.252-2 and the following clauses in paragraph (c) 52.222-41, 52.222-55. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) Technical acceptability (compliance with SOW requirements) (ii) Past Performance (iii) Price The contract will be awarded to the lowest priced offeror whose offer complies with the requirements of the solicitation and meets or exceeds the acceptability standard for non-price factors. If an offeror receives a rating of unacceptable, they will not be considered for award. Please submit product cut sheets/catalog sheets of the items being offered with your price quote in accordance with solicitation clause 52.212-1(b)(4). DO NOT SUBMIT OFFERS THROUGH ANY OTHER MEANS. All offers and inquiries shall be emailed to the Contracting Officer, Joelle Mascarenas, at Joelle_Mascarenas@nps.gov. She can also be reached by phone at 808-541-2693 ext. 741. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. A formal site visit will be held on Tuesday, August 18, 2017 at 9:00 a.m. (local Guam time). Attendees shall meet in front of the park's T. Stell Newman Visitor Center. Interested firms should make every effort to attend this pre-proposal site visit as this may be the only opportunity to see the site as no other pre-proposal site visits are anticipated to be offered.
