****NOAA�s Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1) with Terrainworks, Inc. �****The sole source determination is based on the National Oceanic and Atmospheric Administration�s (NOAA) The National Oceanic and Atmospheric Administration�s (NOAA) National Marine Fisheries Service (NMFS) West Coast Region has a need for technical services to create and complete a Netmap analysis dataset for high resolution LIDAR data and other sources� The vendor has conducted previous analyses for seven Oregon Coast Coho populations. Terrainworks has developed an extensive set of software tools over the course of multiple decades to model complex processes such as debris flow, landslide likehood, cold-water refugia locations, and riparian restoration potential and tied these into a high-resolution stream network that their tools produce. The more complex parts of the Netmap model incorporate geomorphologic concepts into these models, the science behind which the creators are known for advancing with their many published scientific papers on the topic. To recreate a similar Netmap model would require a team with extensive specialized PhD-level scientists and geomorphologists along with GIS programming capability and many years to develop. The vendor is uniquely positioned to provide the services efficiently and within reasonable timeframes needed by the program office. Period of Performance:� One year from date of award.� ***This notice of intent is not a request for competitive proposals and no solicitation package is available.� However, firms that believe they can provide the service as described that fully meets the Government�s requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
