NOTICE OF INTENT TO SOLE SOURCE: Naval Surface Warfare Center Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD) intends to award a firm fixed price sole source procurement with EDAX Inc., 91 McKee Drive. Mahwah, NJ 07430 to provide: Detector Module Coverage included with all Element systems Preventative Maintenance Visit to be used to qualify system for this Agreement. CLIN 0001 Base Year:� ������ Element/ Octane Prime System (Module coverage in all levels) ���������������������������� �������� ����� POP Dates 10/01/2020-9/30/2021 CLIN 0002 Base Year:�������� SDD Module Coverage ������������������������������������������ POP Dates 10/01/2020-9/30/2021 CLIN 0003: Option Year 1:� Element/ Octane Prime System (Module coverage in all levels) ������������������������������������������ POP Dates 10/01/2021-9/30/2022 CLIN 0004 Option Year 1:�� SDD Module Coverage ������������������������������������������ POP Dates 10/01/2021-9/30/2022 CLIN 0005:� Option Year 2: Element/ Octane Prime System (Module coverage in all levels) ������������������������������������������ POP Dates 10/01/2022-9/30/2023 CLIN 006:�� Option Year 2:� SDD Module Coverage ������������������������������������������ POP Dates 10/01/2022-9/30/2023 The associated North American Industry Classification System (NAICS) code is 334516, Analytical Laboratory Instrument Manufacturing Which has an annual size standard of 1000 employees.� Interested vendors must be registered in the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/.� STATEMENT OF WORK GENERAL The Naval Surface Warfare Center Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD) Chemistry Lab has a requirement for a Service Maintenance Agreement (SMA) for the EDAX Energy Dispersive X-Ray Spectroscopy (EDS). This EDS is a key component for the elemental composition analysis system in support of T&E, R&D, surveillance, failure investigation, and production for all energetic materials used in all Navy weapons programs or any system in the Navy inventory that utilizes energetic material. 2.0 ������� SCOPE The contractor shall provide Preventative Maintenance Inspection (PMI), Repair and Emergency Services for one (1) EDAX Energy Dispersive X-Ray Spectroscopy. This maintenance requirement includes Telephone Support, Preventative Maintenance, Unscheduled Repair, and Software Updates. The Preventative Maintenance visit included in the SMA will be used to qualify the system for the SMA due to a lapse in service. 3.0�������� REQUIREMENTS 3.1�������� PREVENTATIVE MAINTENANCE The Standard level Agreement includes (1) Preventative Maintenance Inspection and Repair visit: USER INTERFACE Check all computer functions and operations Check all software functions Check all functions of peripherals ELECTRONICS Check main supply Check grounding/earthing Check analyzer LEDs and fans Check condition of all cables and connectors Repair as needed SOFTWARE Check & verify software database is up-to-date Create backup of database Confirm software is functioning properly Backup all important configuration and calibration files Upgrade software to latest release LOGIN SETUP Verify administrator and user logins with appropriate privileges Verify customer�s company logo EDS DETECTORS Check/adjust mechanical setup of detector Use service program to confirm proper operating temperature Check and calibrate optional motorized slide operation Verify detector cool down operation Check detector indicator LEDs Check all discriminator settings Check and calibrate all amp times & eV/Ch using Cu/Al sample Print calibration results to pdf Record MnK resolution on report IMAGING-BEAM CONTROL Use Scan Gen Service Shell program to check/adjust imaging to match microscope image Check functions; Imaging; Mapping; Linescan Check, adjust, and confirm sample feature measurements� 3.2�������� EMERGENCY MAINTENANCE The Standard level Agreement includes (1) Unscheduled Repair visit. 4.0�������� TRAVEL All work (with the exception of phone support) will be conducted on-site at NSWC IHEODTD, Building 1864.� All travel costs are to be included in the Service Maintenance Agreement. 5.0�������� DELIVERABLE The Contractor shall electronically submit to the Government (1) activity summary that details the Preventative Maintenance Inspection accomplished during annual visit (CDRL A001).� The Contractor shall electronically submit to the Government (1) activity summary that details any Unscheduled Repair accomplished as needed (CDRL A002).
