- The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the NIST Technology Partnerships Office, intends to award on a sole source basis a contract to Elsevier, Inc. under the authority of FAR Subpart 13.106-1(b), Soliciting from a Single Source. Background: The National Institute of Standards and Technology (NIST) annually prepares a report on federal agency technology transfer. The TPO requires Elsevier to extract data from Elsevier�s Scopus database, as well as from the United States Patent and Trademark office, to generate a clean, easy-to-read spreadsheet. This data will allow NIST to analyze bibliometric and patent activities within the federal government and prepare a statutorily required report. In the past, for fiscal years 2013, 2014, and 2015, NIST worked with National Science Foundation (NSF) directly to obtain the data being procured in this contract. Because NSF already had a working relationship with the Elsevier, NSF was able to provide the data for which NIST was looking. In 2016, and subsequent years, NIST had to obtain the data from the Elsevier itself. This was due to a change in the data that NSF paid for, as well as contractual obligations between NSF and Elsevier. NIST put its own, unique contract, in place with the Elsevier to obtain the NIST-requested data. The data extracted are unique because there lacks a single taxonomy used to describe the bibliometric data. The data can be held by various companies, such as Elsevier, each using their own method of collecting and classifying it. If NIST used a company other than Elsevier, for its Federal technology transfer report, the resulting data would look different compared to NSF�s Science and Engineering Indicators report. Data accuracy and trust in the federal government�s data would come into question if NIST and NSF reported different numbers for the same metrics. This is the fundamental reason that NIST must use Elsevier. NIST must use the same contractor as NSF to ensure that the data presented are consistent. Interested parties that believe they could satisfy the requirements listed above for NIST to provide the Federal T2 Report Data work may clearly identify their capability to do so in writing on or before August 24, 2020 at 12:00 pm Eastern time. �This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition.
