- The National Geospatial-Intelligence Agency (NGA) intends to award a sole source purchase order to CTL SystemWare, 7063 Columbia Gateway Drive, Suite 100, Columbia, MD 21046, for 3 Raider III System� units under the authority of FAR 13.5.� The Raider III System is an advanced countermeasure radio frequency (RF) receiver designed and manufactured specifically to detect, analyze and locate RF emanations. This specialized equipment is manufactured with the required signal ranges, tolerances, resolution and accuracy required to meet mission needs. The Raider III System is designed with software and hardware that is intuitive to the operator and enhances the investigation, capture, replay, in-depth analysis and detection/location of rogue RF emanations. The Raider III System is an essential tool to support the NGA mission. NGA believes CTL SystemWare is the only source reasonably available to satisfy this requirement. � CTL SystemWare is the sole provider of the proprietary features and unique capabilities of the unit. No competition is being sought. This is a special notice prepared in accordance with the format in Federal Acquisition Regulation (FAR) 5.2, Synopses of Proposed Contract Actions. A solicitation will not be posted. However, any entity that believes it can meet this requirement may give written notification no later than 5:00 pm EST on Tuesday, August 18, 2020. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government.
