Description
This is Only a Pre-solicitation Notice. A forthcoming solicitation will include information on how to obtain all relevant documentation. All responsible sources may submit a proposal to be considered by the Agency when the solicitation is posted. This is NOT a request for proposal. Please do not submit a proposal in response to this Pre-solicitation Notice. The United States Section of the International Boundary and Water Commission (USIBWC) has a requirement for Arroyo Colorado Dredging and Sediment Removal at Harlingen from US 77 Business to Cemetery Road to restore the full flood conveyance capacity to Arroyo Colorado in this area. The project is part of the Lower Rio Grande Flood Control Project (LRGFCP) which is overseen by the USIBWC Mercedes Field Office located at 325 Golf Course Road, Mercedes, Texas 78570. The contract will be firm-fixed price. The solicitation is set-aside 100% for Small Business NAICS � 237990 Other Heavy and Civil Engineering Construction. Small Business Size Standard $39.5m. The Contractor shall provide, all labor, material, management and other resources required to perform these services. Performance will include but not limited to: Restore approximately 6.3 miles of flood conveyance capacity to Arroyo Colorado from US 77 Business to Cemetery Road by dredging and targeted sediment removal up to 300,000 cy of sediment from the channel bottom.� The dredge shall be 3 feet deep with a 3:1 side slope to each bank. Accomplish the dredging using an appropriate dredging technology and dispose of the sediment in a USIBWC designated sediment disposal site, which is identified in the overall project map submitted with the Final Environmental Assessment. Develop, execute, and deliver a Work Plan and Final Report that documents a successful and repeatable procedure for future operations and maintenance activities by others required to maintain flood conveyance capacity. The solicitation and PWS are expected to be posted on or about August 26, 2020 (this is a target date which may slip or change; if the solicitation is not posted on betaSAMS.gov by August 26, 2020 that is because the solicitation is not available for posting). The solicitation will be available for a minimum of thirty (30) calendar days. � Funds are not presently available for this project. No award will be made until funds are available.
