- NCTC Trail Paving and Roadway Micro-surfacing - West Virginia Synopsis: The National Conservation Training Center (NCTC) is an active training facility for the U.S. Fish and Wildlife Service. The NCTC site is a campus setting with multiple buildings, which include lodges, offices, training rooms, a large auditorium, a laboratory, dining facilities, gymnasium, operations support, etc. The NCTC has 3.16 miles of paved public roadways, 0.66 miles of maintenance gravel roads, 272,556 SQFT of paved parking lots and loading dock areas, 2.94 miles of paved foot paths, 4.37 miles of non-paved walking trails, and a 330 foot wooden plank surface pedestrian bridge. PROJECT SCOPE: This is a construction project consisting of all labor, equipment and materials necessary to construct pavement replacements/repairs to existing trails and roads at the National Conservation Training Center in Shepherdstown, WV. The work shall include the following elements: Remove and replace the existing asphalt pavement on the central campus trails (1.28 miles), along with some noted repairs to the subbase to restore the smoothness of the trails as walking paths since they have been damaged with use and weathering over the past 23 years. Applying microsurfacing on Conservation Way (2 lane, 0.79 mile roadway) and Roosevelt Road (2 lane, 0.65 mile roadway) to preserve the overlay that was installed on each of these roadways 10 years ago. As a bid option: Applying a 2 inch overlay to Baird Drive (2 lane, 0.44 mile roadway) to restore the surface layer which has been damaged due to use and weathering over the past 23 years. BID PERIOD: The Invitation For Bids (IFB) is scheduled for release on or about 17 August 2020. The proposals will be due on or about 16 September 2020. The anticipated award date is on or about 21 September 2020. An organized site visit will be scheduled with details included in the IFB. BID PROCEDURES: The acquisition will be issued as an Unrestricted, Invitation For Bids (IFB) through SAM FBO. The Sealed Bid contracting method will be used to evaluate bids. This acquisition will result in a single fixed price construction contract. Award will be made to the lowest priced, responsible offeror who is responsive to the solicitation. The magnitude of the project is between $500,000 and $1,000,000. A Performance Bond and a Payment Bond will be required. The NAICS code for this project is 237310 with a Small Business Size Standard of $39.5 Million. Contractors must be registered in the System for Award Management (SAM) in order to participate in this requirement. The SAM can be found at https://www.sam.gov. Payments will be made via Electronic Funds Transfer using the data within the SAM registration database.
