- (i) This is a COMBINED SYNOPSIS / SOLICITATION for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The National Park Service contemplates award of a firm fixed price contract as a result of this combined synopsis/solicitation to the vendor. A WRITTEN SOLICITATION WILL NOT BE ISSUED. FAR clauses and provisions enclosed within this RFQ are those in effect through Federal Acquisition Circular (FAC) 2020-07 and are available in full text through Internet access at http:// www.acquisition.gov/far/. ***** (ii) This solicitation is issued as Request for Quote #140P4320Q0057. NOTE: The Interested Vendors option through beta.SAM is not functioning for Department of the Interior solicitations at this time. If a vendor selects that beta.SAM function, the Issuing Office will not have access to the list of Interested Vendors. Interested Vendors are urged and expected to check beta.SAM often for changes to the solicitation and for the Award Notice. The ""Follow"" button function in beta.SAM should aid Interested Vendors in staying abreast to any changes to the solicitation on beta.SAM. ***** (iii) The solicitation, provisions and clauses are those in effect through Federal Acquisition Circular 2020-07 (the most recent FAC number can be found at https://www.acquisition.gov/browsefar). ***** (iv) The proposed contract is 100% set-aside for small business concerns. NAICS code: 332994, Small Arms, Ordnance, and Ordnance Accessories Manufacturing, (https://www.census.gov/eos/www/naics/); Small business size standard: 1,000 employees. (https://www.sba.gov/contracting/getting-started-contractor/make-sure-you-meet-sba-size-standards/table-small-business-size-standards). All responsible small business concerns may submit a quote which shall be considered by the National Park Service (NPS). ***** (v) Refer to the price schedule on the attached Standard Form 1449 (SF1449), Solicitation/Contract/Order for Commercial Items, for a list of line item number(s) and items, quantities, and units of measure, (including option(s), if applicable). ***** (vi) Description of requirements for each line item: Fort Stanwix National Monument, Rome, NY requires (A) Qty 1 - British Light 6-pounder Cannon Tube; (B) Qty 1 - Naval Truck Carriage for 6-pound Tube; (C) Qty 1 - Cannon Firing Equipment; with Shipping. ***** (vii) Date(s) and place(s) of delivery and acceptance and FOB point: FOB Destination. NPS, Fort Stanwix NM, 112 East Park St., Rome, NY 13440. (viii) FAR provision 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. The provision can be accessed at https://www.acquisition.gov/browsefar. In addition to the requirements noted in 52.212-1; quotes shall contain the documents and information noted in below. ***** (ix) FAR provision 52.212-2, Evaluation -- Commercial Items, applies to this solicitation. The provision can be accessed at https://www.acquisition.gov/browsefar. The specific evaluation criteria to be included in paragraph (a) of the provision are Price. The NPS shall analyze prices, in accordance with the FAR. Pricing must be determined fair and reasonable. Prior experiences: Prior experience is the factual documentation or narrative of a firm's experience, qualifications, and capability, along with providing three examples of their firm's most recent projects within the past five years of items similar to a British Light 6-pounder Cannon Tube with Naval Truck Carriage. ***** (x) FAR provision 52.212-3, Offeror Representations and Certifications -- Commercial Items, applies to this acquisition.
