Description
Notice of Intent to Sole Source to Becton Dickinson and Company for MedMined Database Access Pursuant to FAR 8.405-6(a)(1)(i)(B)) Only one source is capable of providing the supplies or services required at the level or quality required because the supplies or services are unique or highly specialized; it has been determined that this vendor possesses the ongoing real-time, inpatient clinical, laboratory, medication, and outcome data on COVID-19 and Influenza patients from a large, geographically diverse subset of U.S. hospitals; therefore, award of a Fixed Firm Price contract is being contemplated in accordance with FAR 16 and applicable subpart 16.2. The Centers for Disease Control and Prevention (CDC) contemplates issuing an award to Becton, Dickinson and Company (BD) of Franklin Lakes, NJ. Becton, Dickinson and Company (BD) is a global medical technology company that partners with numerous health systems to improve patient outcomes by assisting clinicians with the identification of at-risk patients, the empowerment of streamlined workflows for reporting, and the ability to advance insights with actionable analytics.� BD collects and standardizes clinical data from healthcare systems to ensure comparability across all facilities and provides active clinical surveillance for more than 39 million patients and evaluates more than 21 million total specimens annually. BD MedMined Database is unique in that it: i. Receives near real-time patient clinical data on COVID-19 patients including information on facility characteristics; patient characteristics (state, zip code, age, sex); hospitalization status and hospital setting (ED, ICU, non-ICU); laboratory results; medication orders; and patient outcomes (mortality, readmission). ii. Has data rights from client healthcare systems (representing more than 350 geographically diverse hospitals) to share patient clinical data with CDC. iii. Manages a dynamic healthcare database that is updated in near real-time (several times a day) and can rapidly be accessed by CDC via interactive and customizable dashboards for timely analysis to inform the COVID-19 emergency response. iv. Provides advanced analytic tools and a responsive and tailored approach to dashboard elements that can be modified as the needs of the COVID-19 emergency response evolve. From March through May 2020, the Innovation, Technology, and Analytics Task Force of CDC's COVID-19 response met with nearly 20 external entities with electronic healthcare data, and conducted a scan of available data sources that could be used to conduct robust, timely analyses and studies related to COVID-19 to inform CDC's public health response.� To meet the agency's COVID-19 response needs, the Task Force sought to obtain: rapid access to real-time inpatient clinical, laboratory, medication, and outcome data among patients with lab-confirmed COVID-19 from a large, geographically diverse subset of U.S. hospitals.� After months of review and evaluation, it was determined that only BD MedMined Database meets this agency requirement and no other reasonable alternative data source exists. The anticipated date of award is September 1, 2020.�The notice of intent is not a request for quotations.
