Description
RFQ Title: Purchase of an Auto Titrator for the EPAs OCSPP, Analytical Chemistry Branch (ACB) The EPA intends to issue a sole source requirement with Mettler-Toledo, LLC. The Sole Source Justification has been attached to the solicitation (Attachment 3) as required by the FAR (See 5.102(a)(6)). All responsible sources may submit a quotation, which shall be considered by the Agency. Offerors must address all aspects of the Government's requirement as set forth in this RFQ including the technical evaluation criteria (Attachment 4). The EPA intends to award a fixed-price purchase order for an Auto Titrator, in accordance with the attached Statement of Work and Specifications. Upon the purchase order being awarded, the performance period shall be from the date of award plus 60 (sixty) days. The North American Industry Classification System (NAICS) code for this RFQ is 334516, Analytical Laboratory Instrument Manufacturing, and the Product and Service Code is 6640, Laboratory Equipment and Supplies. Both large and small business offerors are eligible to submit quotes. Questions concerning this RFQ must be submitted by 10:00 AM ET Monday, August 17, 2020 via FedConnect and should not be sent to the Contracting Officer Representative. Questions submitted after this due date may not be answered. Quotes received after the RFQ responses due date and time will not be accepted. All quotes must be submitted through FedConnect. The RFQ response due date and time is 10:00 AM ET Friday, August 28, 2020. The Government intends to issue a single purchase order based on the lowest price technically acceptable quote as defined in FAR 15, Subpart 15.101-2. The Government will award to the lowest evaluated cost or price, technically acceptable, responsible offeror whose offer meets the minimum needs of the Government in accordance with the attached Statement of Work. Technical acceptability is defined in the Technical Evaluation Criteria document (Attachment 4).
