Description: DOUBLY LABELED WATER ISOTOPE AND DATA Identification of the agency and the contracting activity, and specific identification of the document as a �Limited Source Justification.� This is a sole source justification. Contracting activity is the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD), 110 Vernon Avenue, Panama City, FL 32407-7001 (Contracts Division Code 024). Nature and/or description of the action being approved. This action will award a purchase order, on a sole source basis, to Boston University Stable Isotope Laboratory, Department of Biology, 5 Cummington Mall, Boston, MA 02215 for the acquisition of doubly labeled water (2H2O � 18O) isotope and associated analyses to provide data on isotopic disappearance rates. A description of the supplies or services required to meet the agency�s needs (including the estimated value). This memo does not authorize acquisition for other requirements. �All equipment will be delivered as scheduled after award of the order. Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor�s unique qualifications to provide the required supply or service. 10 U.S.C. 2304(c)(1), 10 U.S.C. 2304(d)(1)(B). Only one responsible source and no other supplies or services will satisfy agency requirements, FAR 6.302-1. Current and future research at the Navy Experimental Diving Unit involves isotopic analysis of carbon dioxide expenditure for measurement of total energy expenditure in divers during military diving operations. Military divers often experience reductions in performance following diving operations, which may be due to in part to energy deficits incurred during the operation. Research is necessary to optimize performance and nutrition in an effort to improve mission safety and completion. To support this research, NEDU seeks to work with a laboratory that can both provide the appropriate isotope and conduct analysis on isotopic disappearance rates in research subject urine samples. These data will assist in determining total daily energy expenditure as well as energy deficits caused by diving.� This laboratory is the only laboratory that can provide the isotope necessary for these analyses as well as conduct urine sample distillation and analysis for stable oxygen 18 and deuterium. These products are not found in the government supply system and are the only commercially available products found to meet the departmental needs. In summary, the isotope and analysis provided by BU will be an added capability to the Biomedical Research Department at NEDU and will be critical in meeting the objectives of currently funded research. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b). The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government�s needs. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted. Any other facts supporting the justification.
