- The purpose of this amendment is to post Questions and Answers 10 August, 2020. COMBINED SYNOPSIS/SOLICIATION COMBO: Stationary Targets i. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. ii. Solicitation FA4877-20-Q-A394 is issued as a Request for Quotation (RFQ). iii. This solicitation document incorporates provisions and clauses of those in effect through Federal Acquisition Circular 2020-06, Defense Procurement Notice 20200324, and Air Force Acquisition Circular 2019-1001. iv. This is a total-small business set-aside. The associated North American Industrial Classification System (NAICS) code for this procurement is 336413 with a small business size standard of 1,250 Employees. v. Davis-Monthan Air Force Base intends to award a firm-fixed price contract for the following: CLIN 0001 -3D Truck Target w/ 1 inch steel plates QTY: 4 EA CLIN 0002 � Setup and Delivery of Targets QTY: 1 EA All specifics are located in the Performance Work Statement (PWS) attachment. vi. All services and products provided should adhere to the specifications described in the PWS and must meet all requirements. vii. The government will award to the offeror whose quote is the lowest priced technically acceptable. Technical acceptability is defined and referred to within this solicitation document as the offeror�s capability statement to meet the defined salient characteristics of the product or service. All offeror�s must include, in their quote, their capabilities to meet the requirements of the Government�s Performance Work Statement. viii. The Government intends to evaluate offers and award without discussion, but reserves the right to conduct discussions. Therefore, the offeror�s initial offer should contain the offeror�s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. The right to make multiple or no award is reserved in the event it is advantageous to the Government to do so. ix. Important Dates/Times (All Times are Arizona Local Time) This is a time sensitive requirement to minimize impact to mission. a. Questions are due by 7 August 2020, 10:00 AM. b. Answers will be provided by 10 August 2020, 10:00 AM. c. All quotes shall be submitted by 11 August 2020, 10:00 AM. x.
