Description
This is a Sources Sought Notice (a) The Government does not intend to award a contract on the basis of this Sources Sought or to otherwise pay for the information solicited. (b) Although ""proposal,"" ""offeror,"" contractor, and ""offeror"" may be used in this sources sought notice, any response will be treated as information only. It shall not be used as a proposal. (c) Any information received from a contractor in response to this Sources Sought may be used in creating a solicitation. Any information received which is marked with a statement, such as ""proprietary"" or ""confidential,"" intended to restrict distribution will not be distributed outside of the Government, except as required by law. (d) This Sources Sought is issued by VISN 2 Contracting Office for the purpose of collecting information about Security System at the Albany Vet Center, 17 Computer Drive West, Albany, New York 12205. The VA is seeking to provide for this requirement as of September 1, 2020 to replace an expiring contract. The NAICS code identified for this requirement is 2561621 Miscellaneous Alarm, Signal, and Security Detection System. The requirement is detailed in the Statement of Work section of this document. (e) Contractors that are able to meet the requirements in the attachment are encouraged to email a capability statement and full information to Megan Ross at Megan.Ross3@va.gov. - Part of the purpose of this sources sought is to determine the viability of set aside to a specific socio-economic category. Contractors shall identify the NAICS code for the services being offered as well as their size status under said NAICS. If contractor is a Service Disabled Veteran Owned Small Business (SDVOSB), a Veteran Owned Small Business(VOSB), or any other special category of contractors, then contractor is responsible for providing documentation in support of this. This information will be used to determine the viability of a set aside for this requirement. - Contractors shall also identify any Federal Supply Schedules that may carry the desired services. - Contractors shall identify pertinent point of contact for company, contractor DUNS number for size standard and socioeconomic verification in SAM and VIP. -The installation of the equipment and the on-going service may be divided into two separate contracts. Please comments how this may affect your bid. - Contractors shall include any relevant comments about the Attachment(s) if applicable. STATEMENT OF WORK (SOW) BACKGROUND The Albany Vet Center located at 17 Computer Drive West, Albany, New York 12205. is a counseling center serving combat veterans, veterans suffering from Military Sexual Trauma (MST), active duty personnel and family member/survivors suffering bereavement, and other services. Therefore, the Vet Center must be a welcoming, comfortable and safe environment. The system will ensure that our center is protected, and our staff and clients feel safe. DESCRIPTION OF WORK The Contractor shall provide a onetime installation of a Security system as listed below: Installation and Equipment The system shall have a battery backup for the panels. The system will replace the current Honeywell Vista 20P Panel and add LTE Cellular Radio. The current system includes two Honeywell 6160 Keypads. These keypads will need to be replaced with new keypads. There are twelve panic buttons on the existing system. These panic buttons shall be replaced. In addition to the current replacement equipment, the following will be provided by the contractor: One Wireless Receiver Two Honeywell or equivalent and compatible, outdoor bullet cameras with back boxes will be added in front of building Two Honeywell or equivalent and compatible, indoor bullet cameras with back boxes will be added to rear entrance and main area Eight Channel NVR and LED Monitor Mobile access to the system to include any subscription and cellular data Cat-6 or better wiring Contractor shall complete a test of the system to ensure full functionality upon installation. Contractor shall provide training to on-site VA personnel on operation of the system upon installation. Delivery schedule: Installation of the system shall be scheduled to be completed in September 2020. On-going Services The contractor shall provide one-year maintenance and monitoring service contract for the New Security System at the Albany Vet Center which will start on October 1, 2020 through September 31, 2021with a four-year options renewal which will cover the following years: Base Year: October 1, 2020 September 31, 2021 Option Year One: October 1, 2021 September 31, 2022 Option Year two: October 1, 2022 September 31, 2023 Option Year three: October 1, 2023 September 31, 2024 Option Year four: October 1, 2024 September 31, 2025
