Description
The United States Department of the Treasury is conducting market research to determine available sources for a potential procurement requirement. This is NOT a formal solicitation or request for proposals, proposal abstracts, or quotes.� The purpose of this notice is to obtain information from industry contractors regarding their interest and capabilities in providing food services at the Main Treasury building located at 1500 Pennsylvania Avenue, NW, Washington, DC that will: 1. Provide clients with a take-away service of ready to eat excellent food and beverages at attractive price options that are healthy, organic and grown locally; and 2. Maintain the food service operations in an environmentally responsible and sustainable manner. The North American Industry Classification System (NAICS) code for this request is 722310 � Food Service Contractors.� The business size is $41.5M by the SBA 2019 Size Standards.� Include whether or not you are a small business; 8(a) small business; HUB Zone small business; service-disabled veteran-owned or veteran-owned small businesses; women-owned or economically disadvantaged women-owned small business; or small disadvantaged business in order to assist the government in determining the appropriate acquisition method, including whether a set-aside is possible.� If this information is not provided, the government may assume your company is a large business. GENERAL PURPOSE 1.0����� Purpose The Office of Management (MA) within the Department of the Treasury is responsible for the internal management and policy in the areas of budget, planning, human resources, information and technology management, financial management and accounting, procurement, privacy, records, and administrative services to Departmental (Headquarters) Offices. Within MA, Treasury Operations is the program office responsible for food service operations at the headquarters facility.� Responses to this Sources Sought will help the Office of MA to assess the marketplace for contractors capable of delivering the required services.� 1.1 Acquisition Approach The U.S. Department of the Treasury has not determined an acquisition approach.� Any results of this market research will assist both the Office of MA and the Office of Business Solutions Acquisition (OBSA) Procurement Office in determining an acquisition strategy about how to proceed. REQUIREMENTS 2.0 ���� Description of Information Requested OBSA is requesting information from contractors regarding the contractor�s capabilities in providing the aforementioned required food services. Provide company information, to include: Company name and address; Size of company (number of personnel, total revenue, ownership, parent corporation, etc.) under NAICS Code 722310 Food Service Contractors; Company Point(s) of contact including name, phone number, address, and email; length of time in business; Geographic presence; Company experience in providing Food Services for Government and/or Commercial entities.� Provide any pertinent information that will assist us in this assessment. Contract Number and value/capacity. Available Strategic Contracts (i.e., GSA, IDIQ allowing decentralized ordering, etc.). Please identify type of �ordering� contract, i.e., GSA Multiple Award Schedule, GSA Professional Service Schedule, etc. TASK REQUIREMENTS 3.0����� Technical Requirements The contractor shall provide Treasury food services at the Cafe which are a model for wellness and ""sustainable"" operations. Generally stated, this objective may be realized by operations that will include organically grown items, waste reduction and recycling programs, and environmentally preferable products.� Treasury desires a partnership that ensures each guest receives prompt, professional, friendly and courteous service. The products delivered should be priced fairly and prepared using only the highest quality ingredients. The services provided should meet customer satisfaction, wellness, healthy diet and sustainability.� It is anticipated that should the Government pursue a contract for this requirement, the Contractor will be responsible to provide all supervision, management, labor, materials (food, drink products, other materials or equipment) necessary to satisfy the Government�s requirement for Treasury Food Services. INSTRUCTIONS AND RESPONSE GUIDELINES Responses to this Sources Sought Notice may be provided through a Capabilities statement which includes the information listed in 2.0 above.� This Sources Sought is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Government to issue a Request for Proposal or award a contract.� The Government does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information submitted.� Contractor�s responding to this Sources Sought Notice should submit the information necessary for the Government to make a determination that the source is capable of satisfying the Government�s anticipated need. �The Government reserves the right to contact individual companies for additional information.� This notice does not obligate the Government to provide acknowledgment or receipt of all responses received resulting from this notice.� Should such a requirement materialize, no basis for claims against the Government shall arise as a result of a response to this Sources Sought Notice or the Government's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement.� Responses should be identified with RFI #2032H321N00002 and are due no later than August 31, 2020 at 2:00PM ET.� �All interested parties must submit their responses via email to: Ramona L.
