Description
This announcement is a market survey that is required by the Federal Acquisition Regulation to locate prospective sources that shall provide the following services: Manufacture, maintain and enhance hardware and software as well as other services, for the Communications Modem, MD-1366/U (NSN 5895-01-519-2525) and MD-1366A/U (NSN 5895-01-519-2415) Enhanced Bandwidth Efficient Modem (EBEM). Description/Requirements The Government intends to eventually award a 5-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract for depot level repair services, maintenance support, engineering services, and software support services for the MD-1366/U (NSN 5895-01-519-2525) and MD-1366A/U NSN 5895-01-519-2415) Enhanced Bandwidth Efficient Modem (EBEM).� The EBEM is a multi-input/multi-output single channel per carrier satellite modem that converts multiple baseband digital input signals into multiple waveform intermediate frequencies. The EBEM is intended for use with Department of Defense and commercial satellite systems. The EBEM features legacy modem compatibility and includes antenna handover and can automatically adapt to changing transmission link conditions. It can be used in fixed and mobile applications. The contractor will be tasked to accomplish this entire effort and must possess in-depth expertise and experience in the satellite communications domain, possess thorough knowledge of the EBEM, EBEM software architecture and code in order to manufacture, repair, modify and enhance the EBEM. This is a commercial item so technical data is not available. The contractor must demonstrate the ability to accomplish all tasks that satisfies all Government requirements within specified time constraints (i.e., repair and return EBEM within 30 calendar days, etc.). The contractor shall provide the following services (this is not an all-inclusive listing): Manufacture EBEM hardware and system software. Repair EBEM hardware. Repair, and perform routine maintenance of system software Hardware and software configuration management Software and hardware enhancements Production Qualification Testing Formal Qualification Testing Post Production Software Support Tier 3 software support Technical manual revisions System document revisions Responses are limited to satellite communications experience. Provide Cage Code and DUNN's number. Company must be registered with the System for Award Management (SAM). Please submit all responses in writing, to include a detailed description of contractor qualifications and experience no later than close-of-business 18 August 2020. Interested sources shall furnish the following information in the format provided below: 1. Name and address of company. 2. Point of Contact (Name, address, phone number and e-mail) 3. Identify past and current services your company offers that exactly match the capabilities specified. 4. Address your company s capability to act as a single provider for the services defined herein.
