Description
The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division, Simplified Acquisition Branch intends to negotiate on a sole source basis with the Virginia Institute of Marine Science (VIMS), Center for Coastal Resources Management, Davis Hall 224, 1370 Greate Road, Gloucester Point, VA� 23062, using the procedures in FAR Part 13, to acquire advanced methodologies and approaches to develop and improve flooding (storm surge and compound flooding) prediction system and navigation support products by upgrading to a 3D model.� SCHISM (Semi-implicit Cross-scale Hydroscience Integrated System Model) is an open-source, community-supported coastal ocean model based on unstructured grids, designed for seamless simulation of 3D baroclinic circulation across creek-lake-river-estuary- shelf-ocean scales. SCHISM is a continuation of the Semi-implicit Eulerian-Lagrangian Finite Element (SELFE) community model, which is currently the modeling engine of NOAA�s Columbia River Estuary Operational Forecast System (CREOFS). The model is fully coupled to a third-generation wave model and inland-hydrology model. SCHISM has a NUOPC (National Unified Operational Prediction Capability) cap that was developed to interface with other NOAA models in the NEMS (NOAA Environmental Modeling System) infrastructure. The enhancement of OCS� storm surge models will include SCHISM using boundary conditions from NOAA�s operational models (e.g., High-Resolution Rapid Refresh and National Water Model) and OCS� National Bathymetry Source program digital elevation models (topo- bathy). The model outputs will include re-forecast (hindcast) of high-fidelity coastal waves, currents, surge, and compound inland-coastal flooding down to less than 20 m horizontal resolution and up to 10 m above the mean sea water level in the coastal areas impacted by the weather system. Although other coastal models exist, SCHISM 3D coastal ocean model has a robust modeling engine that can handle a variety of unstructured mesh without the need for smoothing topo-bathymetry data for the sake of model stability. The statutory authority for other than full and open competition is FAR 13.106-1(b)(1)(i), Only one responsible source. The North American Industry Classification Code (NAICS) for this acquisition is 541360, Geophysical Surveying and Mapping Services with a business size standard of $16.5 Million.� � This is not a solicitation for competitive quotes, nor will one be posted on Contract Opportunities.� Although a determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.� However, if any interested party believes that it is capable of meeting the requirements, and in an effort to comply with the requirements outlined in FAR 5.102, a firm may request an electronic copy of the solicitation from the Contract Specialist, Wendy Culbreth (Wendy.Culbreth@noaa.gov).� All electronic correspondence shall have the subject line read:� 1305L2-20-01374, 3D Coastal Compound Flood Prediction System. All responsible sources may submit a Capability Statement and/or a quote in accordance with the solicitation, which shall be considered by the agency if received on or before 11.59 PM EST on August 26, 2020.� The Capability Statement must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements.� The notice will remain open from August 12, 2020 to August 26, 2020.� .
