- ***NOAA'S ACQUISITION & GRANTS OFFICE, WESTERN ACQUISITION DIVISION-BOULDER, NATIONAL MARINE FISHERIES SERVICE (NMFS) INTENDS TO NEGOTIATE, ON A SOLE SOURCE BASIS, UNDER AUTHORITY OF FAR 13.106-1(b)(1), WITH CSIRO OUT OF AUSTRALIA FOR ECOSYSTEM MODELING TO EVALUATE THE ECONOMIC AND ECOLOGICAL OUTCOMES OF THE ENVIRONMENTAL CHANGE ON THE US WEST COAST GROUNDFISH SPECIES AND FISHERIES.. ***THE SOLE SOURCE DETERMINATION IS BASED ON THE NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION'S DETERMINATION THAT CSIRO IS THE ONLY ENTITY CAPABLE OF PERFORMING THE ECOSYSTEM MODELING SERVICES REQUIRED BY THE NMFS. the modifications and improvements required for the atlantis ecosystem model must fit with the existing atlantis model code base. this is a complex simulation with over 200k lines of coe, and multiple input files and output file formats. separate submodels handle different aspects such as ecology versus fishing. given the compressed timeframe required for the work it is not possible for a third party to make the required modifications and improvements to the code base. if noaa nwfsc is not able to contract csiro for this work, we run an unacceptable risk of failing to complete deliverables, outputs and outcomes that are due to external funders, and we will struggle to meet goals related to noaa fisheries annual guidance memo goal 1 (including ecosystem considerations in management advise) and agm goal 2 (exploring antrhopogenic impacts, inlcuding climate change). period of performance is expected to be two years from the date of award. ***THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION PACKAGE IS AVAILABLE. HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION IN WRITING TO THE IDENTIFIED POINT OF CONTACT WITHIN 15 DAYS AFTER PUBLICATION OF THIS SYNOPSIS. SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS. A DETERMINATION BY THE GOVERNMENT NOT TO CONDUCT A COMPETITIVE PROCUREMENT, BASED UPON RESPONSES TO THIS NOTICE, IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. ORAL COMMUNICATIONS ARE NOT ACCEPTABLE IN RESPONSE TO THIS NOTICE.
