- Combined Synopsis/Solicitation Internet Services OTHER REQUIREMENT TERMS (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This solicitation is issued as a request for quotation (RFQ) and all businesses are eligible to submit a quote. The resultant contract will be a firm-fixed price contract. (iii) This solicitation document (RFQ) and incorporated provisions and clauses those in effect through Federal Acquisition Circular 2020-06. (iv) This proposed acquisition is 100 percent set-aside for small businesses. This acquisition is open to all small businesses and is issued under NAICS code 517311, Wired Telecommunications Carriers. The size standard is 1,500 employees. (v) The following list of contract line item number(s), units of measure, quantities, item number, needed by the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE) Agency, Homeland Security Investigations (HSI), San Juan requires the following items: LINE 0001, Period: Base (09/01/2020 to 08/31/2021) LINE 1001, Period: Option 1 (09/01/2021 to 08/31/2022) LINE 2001, Period: Option 2 (09/01/2022 to 08/31/2023) LINE 3001, Period: Option 3 (09/01/2023 to 08/31/2024) LINE 4001, Period: Option 4 (09/01/2024 to 08/31/2025) (vi) Description of requirements for the services to be acquired: The contractor shall provide commercial internet service to selected areas at HSI San Juan, PR. For required internet download/upload speeds please refer to attachment 1, Statement of Objectives (SOO). (vii) Date(s) and place(s) of delivery and acceptance and FOB point: The date(s) (base-period (09/01/2020 to 08/31/2021) with four, one-year option periods (09/01/2021 to 08/31/2025) and place of delivery (San Juan, Puerto Rico (PR) 00907) and acceptance (in accordance with the Prompt Payment Act). (viii) FAR clause 52.212-1, Instructions to Offerors-Commercial Items (Jun 2020) applies to this acquisition. To be considered for award quotes must be submitted on the attached price sheet with prices provided for all contract line item number (CLINS). Also, contractors must have an active DUNS. Provide your company�s DUNS along with your quote. (ix) Statement regarding the applicability of the provision at FAR 52.212-2, Evaluation- Commercial Item: clause 52.212-2, Evaluation Commercial Item, does not apply to this request for quote. The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror�s initial offer should contain the offeror�s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received. Award will be made to lowest price responsive responsible contractor. Evaluation of options shall not obligate the Government to exercise the options. (x) A statement advising offerors to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items: Offeror�s shall be registered at www.sam.gov in order to be considered for award. (xi) Statement regarding clause at 52.212-4, Contract Terms and Conditions- Commercial Items: FAR clause 52.212-4 applies to this acquisition see Attachment 3, Clauses; (xii) Statement regarding FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items: FAR clause 52.212-5 is applicable to this acquisition. See Attachment 3, Clauses for more information. (xiii) Statement regarding any additional contract requirement(s), terms and conditions: Internet services are required to meet the requirements identified in Attachment 1, Statement of Objectives. Also, the provision and clauses in Attachment 3, Clauses, and Attachment 2, Service Contract Act Wages for San Juan PR, apply to the request for quote and any future contract award. (xiv) Statement regarding the Defense Priorities and Allocations System (DPAS) rating: The DPAS does not apply to the acquisition. (xv) Date, time and place offers are due: Offers are due on August 19, 2020, at 5:00pm Eastern Standard Time (EST) via email to Bryan Ford at Bryan.J.Ford@ice.dhs.gov . Questions or concerns regarding this RFQ shall be sent by email ONLY to Bryan.J.Ford@ice.dhs.gov, no later than 11:00am EST, August 17, 2020.
