Description
This is a combined synopsis/solicitation for a maintenance agreement for commercial brand name Oxford Instruments of America � Energy Dispersive Spectrometer prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement and attachment constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. The solicitation number N4680420T0001 is issued as a Request for Quotation (RFQ). The Government contemplates award of a firm-fixed price purchase order. This acquisition is being conducted using simplified acquisition procedures in accordance with FAR Part 13. The solicitation document, incorporated provisions, and clauses are those in effect through Federal Acquisition Circular (FAC) 2020-07. Submit quotes to Nonya Nichols at nonya.nichols@navy.mil. This requirement is full and open competition. NAICS: 334516 Requirement: Annual maintenance agreement for an Oxford Instruments of America model AZTec/mics/x-stream//xmax80, S/N: SC39432//39432 for one (1) base and two (2) one-year options. Quotes will only be accepted from authorized resellers/dealers of the manufacturer. Please see attached Justification and Approval (J&A). The WAWF website is located at https://wawf.eb.mil. Basis of Award: The Government will award a firm fixed priced order only to an offeror whose technical proposal establishes that it can meet the needs of the Government.� Among offerors in this category, the Government considers technical to be more important than price in value.� The proposed price must be considered reasonable and must reflect the proposed technical approach.� The Government will evaluate proposals first from a technical standpoint without regard to proposed prices.� The Government may award a contract to other than the lowest priced offeror.� If two or more offers are considered technically equivalent, price with past performance may become of primary importance in determining the proposal most advantageous to the Government.
