- SOURCES SOUGHT TECHNICAL DESCRIPTION FOR PRODUCTS TEMPLATE INTRODUCTION The United States Army is issuing this sources sought synopsis as a means of conducting market research to identify potential sources having an interest and industry technologies available to support/provide the Joint Range Extension (JRE) product capable of providing essential and vital software and hardware to five of its Army Watercraft Vessels. This JRE product, coupled together with the Link-16, provides a military tactical data link that is used by the US Army, US Navy, US Marines, and US Air Force. Once installed, this military tactical data link enables any Naval Vessel, Aircraft, or Ground Unit to establish its own connection and entity into a Joint Common Operating Picture (COP). The capability of the JRE/Link-16 allows the Vessel, Aircraft or Ground Unit to be tracked in real-time by all other Vessels, Aircraft and Ground Units that are tied into the Joint COP as well. The Joint Range Extension Application Protocol (JREAP) A is a capability available on the JRE TIGR kit that allows for Line-of-Sight and Beyond-Line-of-Sight communications that is absolutely pivotal when these Army Watercraft Vessels are thousands of miles away for vessels in the state of Hawaii, The U.S. Mainland, and Japan. � The result of this market research will contribute to determining the method of procurement, if a requirement materializes. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. Multiple awards may be made. All small business set-aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions. PROGRAM BACKGROUND REQUIRED CAPABILITIES The Government requires the following: ����������� Joint Range Extension Application Protocol (JREAP) A/B/C capability ����������� Joint (Army/Navy/Marines/Air Force) Chat/Text capability and some type of Emergency Beacon that can be identified by other link 16 platforms; ����������� Link-16 MIDS/JTIDS Terminals (1553 and IP) � Transparent Gateway and Terminal Emulation ELIGIBILITY The applicable NAICS code for this requirement is 334220 with a Small Business Size Standard of 1,250 Employees. The Product Service Code (PSC) is 5985. SUBMISSION DETAILS Your response to this Sources Sought, as a Specifications Sheet, shall be electronically submitted to the Contract Specialist, Natalie CP Phillips, in either Microsoft Word or Portable Document Format (PDF), via email (insert the appropriate e-mail address) no later than 2:00 p.m. Eastern Time on 17 August 2020 and reference this synopsis number in subject line of e-mail and on all enclosed documents. Information and materials submitted in response to this request WILL NOT be returned. DO NOT SUBMIT CLASSIFIED MATERIAL. No phone or email solicitations with regards to the status of the RFP will be accepted prior to its release. All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
