- This is a SOURCE SOUGHT NOTICE in support of the Portland Health Care Systems in Portland, OR for market research purposes only to determine the availability of potential businesses with capabilities to provide the requirement described below. Potential offerors are invited to provide feedback via e-mail to Karen.Rhodes@va.gov. Responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. All responses due by Tuesday, August 18th at 1300. Potential contractors shall provide, at a minimum, the following information: 1) Company name, address, and point of contact, phone number, e-mail address, and DUNS. Please provide distance from the Portland VAMC, 3710 SW US Veterans Hospital Rd., Portland, OR 97239 to the manufacturing facility and your facility, if different. 2) Anticipated North American Industry Classification System (NAICS) code is 333999 All other miscellaneous general purpose machinery manufacturing. The largest a firm can be and still qualify as a small business for Federal Government programs is no larger than 500 employees. The Capabilities Statement for this sources sought is not expected to be a Request for Quotations, Request for Proposals or Invitation for Bids, nor does it restrict the Government to an ultimate acquisition approach, but rather the Government is requesting a short statement regarding the company s ability to provide the services outlined below. Any commercial brochures or currently existing marketing material may also be submitted with the capabilities statement. Submission of capabilities statement will assist our office in tailoring the requirement to be consistent with industry standards. The capabilities will be evaluated solely for the purpose of determining to Set-Aside for the Small Business (SB) Community or to conduct as an Unrestricted Procurement. Other than small businesses may respond to this notice in the event the market does not indicate SB interest. This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government. The Government will not pay for information solicited. Respondents will not be notified of the results of the evaluation. Note: Do not include Proprietary, classified, confidential, or sensitive information in responses. Not responding to this Sources Sought does not preclude participation in any future or potential solicitation, or Request for Quotation. It is the intent of the VA to use the information gathered for market research purposes only. If a formal solicitation is released, it will be posted via the Contracting Opportunities website located at beta.sam.gov. DESCRIPTION OF THE REQUIREMENT: The Department of Veterans Affairs is looking to obtain information on companies who can provide a research & development linear motion device for human vestibular testing and research. It will be a two-meter horizontal track system and will be used on human research subjects to accelerate and decelerate their bodies in a controlled and safe manner. Unique requirements require a licensed Professional Engineer with medical device development experience; FDA compliant risk-based development approach; prefer within 300 miles of the Portland VAMC, and a preference for past experience working on VA research product development is optimal. The vendor will provide engineering services, including risk analysis, design parameters, testing plans, drawings, parts, hardware, fabrication, test reports, and labor to design and deliver a device providing a linear motion of a human subject seated in a chair along a track intended for testing the vestibular system. The deliverables will include a risk analysis and mitigation document, design calculations and data, technical drawings, instructions for use, and verification that technical specifications have been met. The device will consist of a direct-drive linear motor, servo-motor controller, carriage, a precision linear track along which the carriage will move, instrumentation to measure carriage motion along the track, and devices needed for the safe emergency stopping and shutdown. This equipment will be incorporated into existing equipment consisting of a chair for a human test subject and a pedestal mounted 9.5 (2.9m) long extruded aluminum rail. The precision linear track will be mounted on the existing aluminum rail and the existing chair will be mounted on the carriage that moves along the linear track. The device will be designed and technical drawings certified by a State Licensed Professional Engineer with experience in devices designed to test human subjects.
