- SPECIAL NOTICE INTENT TO SOLE SOURCE Department of Veterans Affairs, National Cemetery Administration, Pacific District, intends to negotiate a sole source contract with Kipper Tool Company. This procurement is being conducted in accordance with FAR 13 Simplified Acquisition Procedures. The contract will be firm-fixed-price, and the NAICS Code is 333112. Fort Logan National Cemetery has a requirement for E45 T4 Bobcat Compact Excavator. The excavator has characteristics critical to maintain cemetery operations which allow for excavating close to surrounding objectives with unrestricted rotation, greater flexibility and reduced potential for damage to the machine and surrounding property. The E45 T4 model can be equipped with an angle blade option, long arm option or clamp-ready extendable arm option which as fair and reasonable pricing offers additional benefit and value to the Government. The Contactor will provide both equipment and delivery to the cemetery. This Notice of Intent is not a request for competitive proposals. If a firm believes it can meet the requirements it must furnish information about its products and services, as well as references from other customers who are using these products and service, to the Contracting Officer no later than 11:00AM PST, August 19, 2020. Supporting evidence must be furnished in enough detail to demonstrate the ability to comply with the above requirements. Information must be sent to the Contracting Officer Brian Trahan at brian.trahan@va.gov. Verbal responses will not be considered. Responses received will be evaluated however; a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Contracting Officer will proceed with the sole source negotiation with Kipper Tool Company
