140L1220Q0052 NOTICE OF INTENT TO SOLE SOURCE THIS IS NOT A SOLICITATION � This posting serves as notification of the government�s intent to issue a sole source purchase order. In accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the Bureau of Land Management (BLM), California State Office, intends to award a sole source purchase order to Catalyst Communications Technologies, Inc. for IP Dispatch Consoles and all associated licensing, software, and controllers for the Owens Valley Interagency Communication Center (OVICC). The required consoles must be Catalyst brand in order to interface with previous units purchased and upgraded and to ensure continuity in operations with the existing units. The California BLM and partnering governmental agencies (PGA) require secure, dependable communications at all times. Continuity of operations is dependent on system availability as well as maintaining the confidentiality and integrity of the network. Confidentiality, integrity and availability all work together to provide a highly resilient and always available solution. There are many considerations for maximizing radio communication availability to BLM personnel and our PGAs. BLM currently uses dispatch consoles manufactured by Catalyst Communication Technologies. Based on market research conducted and previous orders it is determined that no other dispatch console manufacturer can provide equal components that will seamlessly integrate into the existing Catalyst Consoles. This notice of intent is not a Request for Quote (RFQ) or a Request for Proposal (RFP). If you believe your company can meet the requirement listed above, please contact Traci Thaler via email at tthaler@blm.gov, with 140L1220Q0052 in the subject line, prior to 4 pm PST on Tuesday August 25, 2020. Telephone responses and requests will not be accepted. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The primary North American Industry Classification System (NAICS) code is 611420 Computer Training, with a small business standard of $12.00 million.
