- INTENT TO SOLE SOURCE: The VA Western New York Healthcare System, located at 3495 Bailey Ave, Medical Research Building 20, MS-151, Buffalo, NY 14215 intends to sole source to KinTek Corporation, located at 7604 Sandia Loop, Suite C, Austin TX 78735 for the SF-300X stopped flow vaporizer, with standard 2 year warranty, parts and labor including the motor drive, and control unit, and excluding the expendable supplies (valves, lamp and syringes). Specifications The vendor shall supply instrumentation that meets or exceeds the following specifications: A fully-integrated, stop-flow kinetics system that will permit millisecond-order fluorescence measures of hammerhead ribozyme cleavage reactions. Our research has a specific need for very fast kinetic measurements for our novel Facilitated hammerhead ribozyme constructs. All reactions are currently initiated by manual pipetting which greatly limits measurement of very fast rates. We are measuring rates over 1000/minute or about 17/second. As manual pipetting takes a minimum of about 30 seconds to setup, it is highly likely that we are underestimating the true rates that we are achieving, and this is critical to the science. Stop flow is needed to open the capacity of our measurements. In understanding the physical variables that influence the rate variation of solution temperature, Mg2+, pH, concentrations of substrate, concentrations of enzyme are all needed; for this one needs to use a titration type of experiment where one can ascertain the extent of physical or chemical energy on the reaction. This requires an integrated instrument to allow titration of the reaction. Options for future anisotropy measures and absorbance measures are also needed. Obtain high speed kinetic measurements of hhRz kinetics with a first reaction time of 5 msec and dead time under 1 msec. Obtain titration based measures of extent of hammerhead ribozyme reactions under widely varying physical and chemical conditions. Uses, a ultra-sensitive photomultiplier tube data acquisition system to measure real time fluorescence output. Opportunity to upgrade to a photo array detector system. Reaction chamber is 10 ml, and reaction shots are 20-25 ml; this is the scale of volume for measures that we are already conducting by manual pipetting. A robust kinetics analysis software package that fits data to individual models of kinetics rather than to equations. Also exports data to other analysis and plotting programs. Gray Market Prevention Language (a) Gray market items are Original Equipment Manufacturer s (OEM) goods sold through unauthorized channels in direct competition with authorized distributors. This procurement is for new OEM medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e. replacement parts) for VA Medical Centers. No remanufactures or gray market items will be acceptable. (b) Vendor shall be an OEM, authorized dealer, authorized distributor or authorized reseller for the proposed medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e. replacement parts), verified by an authorization letter or other documents from the OEM, such that the OEM s warranty and service are provided and maintained by the OEM. All software licensing, warranty and service associated with the medical supplies, medical equipment and/or services contracts for maintenance of medical equipment shall be in accordance with the OEM terms and conditions. (c) The delivery of gray market items to the VA in the fulfillment of an order/award constitutes a breach of contract. Accordingly, the VA reserves the right enforce any of its contractual remedies. This includes termination of the contract or, solely at the VA s election, allowing the Vendor to replace, at no cost to the Government, any remanufactured or gray market item(s) delivered to a VA medical facility upon discovery of such items. This notice of intent to sole source is not a request for competitive quotes; however any responsible source who believes it is capable of meeting this requirement may submit a capability statement to the contracting officer later than Friday, August 14, 2020 at 11:00 AM ET. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
