- UPDATE: 12 AUGUST 2020 - The purpose of this update is to post a copy of the draft solicitation, including the draft Statement of Work and all attachments. See attached documents for additional information. Notwithstanding the TBD deadline for questions on pg. 127 of the Draft RFP, all questions related to the subject draft solicitation shall be received NLT Thursday, 27 August 2020. In response to the original announcement, some questions were received regarding this procurement's relationship to existing contracts at NIWC Pacific. As noted in the below, this is a new requirement. Further, the Government will not host a virtual industry day for this procurement.********** The Naval Information Warfare Center (NIWC) Pacific intends to issue Request for Proposal (RFP) No. N66001-20-R-3412 for Development, Technical, Management, and Engineering Services for Intelligence, Surveillance, and Reconnaissance (ISR) Systems & Information Operations (IO) from Seabed to Space. The services contemplated under this effort will provide the Navy with the ability to develop and field ISR systems that incorporate the latest capabilities for maintaining robust communication, surveillance, and security to accommodate advances in technology and other complementary systems while countering ever-increasing threats. The Government contemplates that, in its capacity, the contractor will provide technical support services in the form of research, studies, material analysis, algorithm development, data design processing, hardware and software development, fabrication, installation, testing, deployment, recovery, repair, systems engineering, program and configuration management, logistics, maintenance, sustainment, training, environmental support, and analysis in support of ISR activities, ISR systems, and corresponding cybersecurity operations. ISR activities may include support related to chemical, nuclear, biological, and radiological (CNBR) elements related to unmanned systems. ISR systems may include surveillance programs, systems, networks, and tactical data communications systems including automated radio communications systems, satellite terminal systems, and space, air, land & water autonomous or non-autonomous systems that could be used in ISR operations. Contract activities may be performed throughout the world. In addition, work may be performed on-board afloat vessels (including U. S. Coast Guard vessels), in port, or at sea alongside coalition partner nations (e.g., NATO countries). It is anticipated that the procurement will result in the award of multiple indefinite-delivery, indefinite quantity (IDIQ) contracts with cost-plus- fixed-fee (CPFF) and cost (no fee) pricing arrangements. The period of performance will include a three-year base period and one (1) two-year option period. Orders will be placed pursuant to the ordering processes of FAR 16.505(a). The North American Industry Classification System (NAICS) Code is 541330 Engineering Services (Except (a), Military and Aerospace Equipment and Military Weapons) and the Small Business Size Standard is $41.5M. Security classification will vary from Unclassified to Top Secret/Incidental Sensitive Compartmented Information (TS/SCI) classification. This requirement will be competed on a full-and-open basis. This is a new requirement. NIWC Pacific anticipates that the final RFP for N66001-20-R-3412 will be released no earlier than 30 August 2020. The solicitation will only be available electronically via NAVWAR E-Commerce website at https://e-commerce.sscno.nmci.navy.mil/ under NIWC Pacific ""Open Solicitations."" Hard copy versions of the RFP and any subsequent amendment(s) will not be available. Firms are encouraged to review the website regularly for important solicitation information. The Government contemplates that a draft RFP will be posted prior to release of the solicitation.
